2. Consider approving the Minutes of the Board of Public Works Meeting of Wednesday, June
22, 2022.
A motion was made by Clausius, seconded by Williams, to Approve the
Minutes of June 22, 2022. The motion passed by voice vote/other.
3. 72355 Consider a Report of the City Engineer regarding the results of a review of
water resources impacts and the necessity of permits for public works
construction projects on this agenda and addendum to the agenda.
The Board received the Report.
4. At this time, a consent agenda will be moved with the recommended action listed for each
item EXCEPT:
1) items which have registrants wishing to speak.
2) items which require an extraordinary (roll call) vote and are not included on the consent
agenda by unanimous consent.
3) items which Board Members have separated out for discussion/debate purposes.

by Ald. Halverson, seconded by Adams, to RECOMMEND TO COUNCIL TO
ADOPT - PUBLIC HEARING. The motion passed by voice vote/other.
RESOLUTIONS APPROVING THE CONSTRUCTION OF PUBLIC WORKS PROJECTS
6. 72289 Approving plans and specifications and authorizing the Board of Public Works
to advertise and receive bids for Spring Harbor Dredging 2022. (19th AD)
Carissa Wegner and Janet Schmidt,, Engineering Division, presented details. A
motion was made by Adams, seconded by Williams, to RECOMMEND TO
COUNCIL TO ADOPT - REPORT OF OFFICER. The motion passed by voice
vote/other.
7. 72295 Approving plans and specifications and authorizing the Board of Public Works
to advertise and receive bids for 3457/3461/3465 Milwaukee Street
Demolition. (15th AD)

to advertise and receive bids for 2022 Mineral Point Landfill Gas Construction.

Jack Brody, Engineering Division, presented project details. A motion was
made by Foster, seconded by Adams, to RECOMMEND TO COUNCIL TO ADOPT
- REPORT OF OFFICER. The motion passed by voice vote/other.
CHANGE ORDERS TO PUBLIC WORKS CONTRACTS
9. 72337 Change Order No. 2 to Contract 9127, Tenney Park East Johnson St.
Pedestrian Bridge Wing Walls, to Greener Valley Landscaping, Inc., in the
amount of $5,930.00. (over contingency) (2nd AD)
Ann Freiwald, Parks Division, presented details. A motion was made by
Clausius, seconded by Ald. Halverson, to Approve. The motion passed by voice
vote/other.
10. 72339 Change Order No. 7 to Contract 8981, Metro Transit Phase 3A-Maintenance
and Driver Facility Improvements, to JP Cullen & Sons, Inc., in the amount of
$183,007.80. (6th AD)
Mike Schuchardt, Engineering Division, presented details. A motion was made
by Adams, seconded by Ald. Halverson, to Approve. The motion passed by
voice vote/other.
MISCELLANEOUS
11. Appeals regarding prequalifications of various contractors to bid on City of Madison
Public Works Projects, and contractors applying to be licensed Concrete Layers,
Asphalt Pavers, and Mudjackers as approved by the City Engineer, if any.
None.

12. 72294 Awarding Public Works Contract No. 8643, Safe Streets Madison 2022 -
Group 1 (Citywide)

Spring Harbor is a man-made harbor, located on the west side of the City of Madison
along the shores of Lake Mendota. This harbor features a public boat launch and fishing
pier at City of Madison’s Spring Harbor Park.
Accumulated sediment has made access to Lake Mendota from the public boat launch
increasingly difficult. A hydrographic survey conducted in May 2020 showed the average
depth of the harbor was 2.5 feet. Much of the sediment coming into the harbor is from a
major outfall for a 19.5’ x 6’ storm sewer box culvert that drains 2,400 acre urban area of
the Spring Harbor watershed. Estimated cost is $775,000.

Demolition of three single family homes located at 3457, 3461, and 3465 Milwaukee
Street. The three building sites will be filled and restored to turfgrass. The homes were
acquired by the Madison Parks Division in 2020 to allow O.B. Sherry Park to be
expanded and have street frontage on Milwaukee Street. Estimated cost is $90,000.

to advertise and receive bids for 2022 Mineral Point Landfill Gas Construction.

Installation of approx. 570 linear feet of landfill gas piping at Mineral Point Landfill. These
improvements will restore vacuum service to 6 landfill gas extraction wells, eliminating
operators from having to vactor out water from the wells on a monthly basis. Estimated
