A motion was made by Clausius, seconded by Williams, to Approve the
Minutes. The motion passed by voice vote/other.
3. 73767 Consider a Report of the City Engineer regarding the results of a review of
water resources impacts and the necessity of permits for public works
construction projects on this agenda and addendum to the agenda.
The Board received the Report.

Mark Winter, Traffic Engineering presented details.
A motion was made by Adams, seconded by Weitzel, to Return to Lead with
the Recommendation for Approval to the TRANSPORTATION COMMISSION and
should be returned by 9/14/2022. The motion passed by voice vote/other.
7. 73520 Authorizing the Mayor and City Clerk to execute an agreement with the State
of Wisconsin Department of Transportation (WisDOT)for the design and
construction for safety improvements at the Mineral Point Rd & High Point Rd
intersection through Highway Safety Improvement Program (HSIP) Project,
I.D. 5992- 07-22/23. (9th Ad).
Mark Winter, Traffic Engineering, presented details. A motion was made by
Clausius, seconded by Williams, to Return to Lead with the Recommendation
for Approval to the TRANSPORTATION COMMISSION and should be returned
by 9/14/2022. The motion passed by voice vote/other.
8. 73715 Determining a Public Purpose and Necessity and adopting a Relocation
Order for the acquisition of land interests required for the construction,
maintenance and use of a sanitary sewer access drive to maintain a public
sanitary sewer east of Parkside Drive connecting to an MMSD sanitary sewer
interceptor. Located in part of the NW ¼ of the NE ¼ of Section 33, T8N,
R10E. (3rd AD)
Jeff Quamme, Engineering Division, presented details. A motion was made by
Ald. Foster, seconded by Williams, to RECOMMEND TO COUNCIL TO ADOPT -
REPORT OF OFFICER. The motion passed by voice vote/other.

9. 73720 Approving plans and specifications for public improvements required to serve
Phase 13 of the Subdivision known as Village at Autumn Lake and authorizing
construction to be undertaken by the Developer, Private Contracts 9100 and
9101 (17th AD)
Brenda Stanley, Engineering Division, presented details. A motion was made
by Clausius, seconded by Adams, to RECOMMEND TO COUNCIL TO ADOPT -
REPORT OF OFFICER. The motion passed by voice vote/other.
10. 73725 Approving plans and specifications for public improvements required to serve
Phase 2 of the Subdivision known as Paragon Place Addition No. 1 and
authorizing construction to be undertaken by the Developer, Private Contracts
9205 and 9206. (9th AD)
Tim Troester, Engineering Division, presented details. A motion was made by
Ald. Foster, seconded by Weitzel, to RECOMMEND TO COUNCIL TO ADOPT -
REPORT OF OFFICER with additional recommendation to consider bump outs.

A motion was made by Adams, seconded by Williams, to Approve. The motion

Public Works Projects, and contractors applying to be licensed Concrete Layers,
Asphalt Pavers, and Mudjackers as approved by the City Engineer, if any.

Hickory Hill Academy at 3276 High Point Road is requesting to immediately connect to
the Water Utility’s main in S High Point Road because the well serving the school is
spoiled and DNR has directed them to connect to the City’s water system. The
attachment agreement authorized by ID 73501 allows Hickory Hill to connect to the
public water supply on the condition that they pay all costs for the connection and attach
the property to the City of Madison from the Town of Middleton. Under the terms of the

City’s 2003 cooperative plan with the Town, Hickory Hill may connect to City water while
remaining in the Town for a period of up to five years.

Developer Agreement Contract 9100 & 9101 are for the construction of public
improvements required to serve construction phase 13 in Village at Autumn Lake by the
developer; VAL, LLC. Improvements will include City standard street and utility
improvements for new plat construction. The improvements required on Felland Road
adjacent to this plat construction phase will be completed by the City as part of the 2023
Felland Road Reconstruction Project.

Developer Agreement Contract 9205 & 9206 are for the construction of public
improvements required to serve construction phase 2 in Paragon Place Addition No. 1 by
the developer, Paragon Place at Bear Claw Way II LLC. Improvements will include City
standard street and utility improvements for new plat construction. The required curb &
gutter, terrace, and pavement improvements on Elderberry Rd adjacent to Lot 2 and the
public sidewalk on Elderberry Rd, Bear Claw Way, Spirit St, and Lakota Way also
adjacent to Lot 2 will be constructed by the developer with the buildout of Lot 2 in the
future. This will require a separate developer agreement as a condition of the Lot 2 site
approvals. The stormwater management plan for the plat was reviewed and updated by
the developer to meet current City requirements. The only public improvements needed
to implement the updates necessary for stormwater management are storm sewer pipe &
structure related so no separate contract is needed for these improvements (they will be
included in contract 9205).
