water resources impacts and the necessity of permits for public works
construction projects on this agenda and addendum to the agenda.
The Board received the report.

7. 74429 Approving Plans, Specifications, And Schedule Of Assessments For Lake
Mendota Drive Assessment District - 2023. (19th AD)
Aaron Canton and Daniel Olivares, City Engineering, presented details. A
motion was made by Ald. Foster, seconded by Clausius, to RECOMMEND TO
COUNCIL TO ADOPT - PUBLIC HEARING. The motion passed by voice

8. 74140 Amending the City of Madison Official Map to remove mapped reservations
for future public streets located in the Southwest Quarter of the Northeast
Quarter of Section 30, Township 8 North, Range 10 East in the City of
Madison, on land generally addressed as 2202-2320 Darwin Road.
Teri Bell, representing Kothe Real Estate Partners, spoke to this as a registrant.
A motion was made by Ald. Foster, seconded by Stern, to Return to Lead with
the Following Recommendations: eliminate the east/west street reservation but
maintain the north/south street reservation. Don't require the street to be built
out fully at this point, but maintain the map reservation. The motion passed by
voice vote/other.
9.* 74299 Authorizing City Engineer or designee to sign the Enel X Way USA, LLC
Nondisclosure Agreement required to use certain software as part of a
managed Electric Vehicle (EV) charging network. (Citywide)
A motion was made by Stern, seconded by Clausius, to RECOMMEND TO
COUNCIL TO ADOPT - REPORT OF OFFICER. The motion passed by voice
vote/other.
10.* 74308 Authorizing the City’s acceptance of a Temporary Limited Easement from
High Point Church, Inc., for access over their property located at 7702 Old
Sauk Road, to dredge and maintain the adjacent Wexford Pond, located at
1005 N. High Point Road. (19th A.D.)
A motion was made by Stern, seconded by Clausius, to RECOMMEND TO
COUNCIL TO ADOPT - REPORT OF OFFICER. The motion passed by voice
vote/other.
11.* 74455 Approving State / Municipal Agreement for Local Let Transportation
Alternatives Program (TAP) Project, I.D. 5992-02-28/29, for Badger Rusk
Shared-Use Path and authorizing the Mayor and City Clerk to execute this
agreement with the State of Wisconsin Department of Transportation for
construction cost sharing and State design review costs. (14th AD)

COUNCIL TO ADOPT - REPORT OF OFFICER. The motion passed by voice

PUBLIC WORKS CONSTRUCTION MANAGEMENT - PRIVATE CONTRACTS
12. 74433 Approving plans and specifications for public improvements necessary for the
project known as 4649 Verona Road and authorizing construction to be
undertaken by the Developer, Private Contract No. 9231. (10th AD)
Tim Troester, City Engineering, presented details. A motion was made by
Stern, seconded by Clausius, to RECOMMEND TO COUNCIL WITH THE
FOLLOWING RECOMMENDATIONS TO ACCEPT AS SHOWN WITH THE
CONDITION THAT IF A ROAD CONNECTION TO RED ARROW TRAIL CANNOT BE
MADE IN TWO YEARS THEN THE SIDEWALK CONNECTION BE PURSUED -

the Subdivision known as The American Center Plat Eastpark Fourth Addition
and authorizing construction to be undertaken by the Developer, and
Rescinding Resolution RES-22-00285, File Number 70718, Private Contract

Brenda Stanley, City Engineering, presented details. A motion was made by
Foster, seconded by Stern, to RECOMMEND TO COUNCIL WITH THE
FOLLOWING RECOMMENDATIONS to require 8 foot terrace and 5 foot sidewalk
as per typical guidelines and keep bump outs - REPORT OF OFFICER. The

Contract 9231 is for the construction of public improvements to extend Atticus Way and
serve the redevelopment at 4649 Verona Road by the developer, Summit Ridge
Apartments, LLC. The developer will need to complete the pending CSM to dedicate the
right-of-way necessary to extend Atticus Way along the north side of the project. Atticus
Way will end in a cul-de-sac on the west end until the remainder of Atticus Way is
completed by the City of Madison to make the connection with Red Arrow Trail. Public
sidewalk for Atticus Way shall be constructed as approved by the Transportation
Commission and the City Traffic Engineer. Public sanitary sewer, storm sewer, and
water main improvements shall be constructed as needed to serve the Atticus Way
extension. Private sanitary, storm, and water service laterals shall be constructed to
serve the redevelopment. One private drive apron will be constructed to provide access to
the redevelopment off of Atticus Way.

The Developer, VAL, LLC, has been approved for Village at Autumn Lake Replat No. 6. A
portion of the lots within this replat are in private development project Village at Autumn
Lake Phase 12 (Contract 9098, Project 13856). No part of the public right of way is
affected by this replat. The purpose of Replat No. 6 is to change the dimensions of
privately owned lots. Therefore, Lots 1144-1147 of Village at Autumn Lake Replat No. 5
are now Lots 1264-1268 of Village at Autumn Lake Replat No. 6 in the private
development project Village at Autumn Lake Phase 12 and Addendum No 1 allows that
update to the Developer Agreement.

The Developer, VAL, LLC, has been approved for Village at Autumn Lake Replat No. 6. A
portion of the lots within this replat are in private development project Village at Autumn
Lake Phase 12 – Surface Paving (Contract 9099, Project 13856). No part of the public
right of way is affected by this replat. The purpose of Replat No. 6 is to change the
dimensions of privately owned lots. Therefore, Lots 1144-1147 of Village at Autumn Lake
Replat No. 5 are now Lots 1264-1268 of Village at Autumn Lake Replat No. 6 in the
private development project Village at Autumn Lake Phase 12-Surface Paving. Since the
developer agreement for Village at Autumn Lake Phase 12 – Surface Paving has not yet
been executed by the developer and City, This resolution rescinds in the original and the
new lots are updated in this resolution.

The Developer, American Family Mutual Insurance Co., S.I., has requested adjustments
to the geometry of proposed Dreamer Drive in the proposed American Center Plat
Eastpark Fourth Addition. These changes are proposed in the area on Dreamer Drive
from Eastpark Boulevard to the new north/south street. Proposed changes include curb
bump outs at two locations, widening sidewalk to 8’ extending to the back of curb on the
southern portion of Dreamer Drive from Eastpark Boulevard to Dreamer Drive and the new

north/south street, pedestrian lighting along the southern portion of Dreamer Drive
adjacent to the commons area that matches lighting on the private streets on the west
side of Eastpark Boulevard. Traffic Engineering supports the pededstrain lighting
proposal if the developer enters into an agreement to serve and maintain the lighting.
Installation of bus pads and Eastpark Boulevard as determined by Metro Transit.

Department of Transportation is developing a guide to assist in implementing Complete
and Green Streets that provide connected networks for users of all transportation modes
and integrate the needs for trees and green infrastructure. Staff will provide a brief
overview of the draft guide including street types, modal networks, and green
infrastructure decision-making.
