CALL TO ORDER / ROLL CALL Others present: Brenda Konkel, Casey Becker, Sarah Lim, Jason Illstrup Present: 7 - Donna V. Moreland; Michael J. Tierney; Ulysses Williams; Katherine S. Kamp; Heidi Wegleitner; Kristen Audet and Michele Ritt Absent: 3 - Dan Nale; Kat Koski and Victor T. Banks B. APPROVAL OF MINUTES A motion was made by KETCHAM, seconded by MORELAND, that the Minutes be approved. The motion carried by the following vote: Ayes: 8 - AUDET, KAMP, KETCHAM, MORELAND, RITT, TIERNEY, WEGLEITNER and WILLIAMS Absent: 3 - BANKS, KOSKI and NALE B.2. DISCLOSURES AND RECUSALS C. PRESENTATIONS 1. 58830 Review of the National Law Center Report on the Criminalization of Homelessness, “Housing Not Handcuffs” - Sarah Lim, City of Madison and Casey Becker, Dane County Department of Human Services Public Comment: Brenda Konkel, Occupy Madison, stated that there are a collection of ordinances that criminalize homelessness in Madison and Dane County and she is compiling a list. Occupy Madison would like to expand tiny houses recommended in the Housing Not Handcuffs report but need additional resources to do so. D. ACTION ITEMS 1. 58831 Discussion and Possible Recommendations on Presentation Regarding “Housing Not Handcuffs” Report The Committee will request a joint meeting with the City’s Public Safety Review Committee in March to review ordinances criminalizing homelessness. City of Madison Page 1 CITY-COUNTY HOMELESS ISSUES Meeting Minutes - Approved January 6, 2020 COMMITTEE Committee members would like to review information on the cost of law enforcement and cost of housing and services for people experiencing homelessness in Madison/Dane County. Demographic information of people receiving citations or arrests will also be helpful. Committee members discussed the possibility of using land banking or Title V program to acquire properties to be used for shelter and housing. 2. 58832 Discussion and Possible Action on the CCHIC 2020 Work Plan A motion was made by MORELAND, seconded by KETCHAM, that the Action Item be approved with the following update: joint committee meeting with the Public Safety Review Committee in March. The motion carried by the following vote: Ayes: 8 - AUDET, KAMP, KETCHAM, MORELAND, RITT, TIERNEY, WEGLEITNER and WILLIAMS Absent: 3 - BANKS, KOSKI and NALE E. REPORTS TO COMMITTEE 58833 Reminder Regarding Statement of Interest Form Submission for City Appointed Committee Members - Sarah Lim, City of Madison Forms must be submitted by January 7th, 2020 and can be submitted electronically at the following link: www.cityofmadison.com/statementofinterests F. FUTURE MEETING ITEMS AND DATES February 3, 2020, 6:30 pm, CCB 357 G. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA H. SUCH OTHER BUSINESS AS ALLOWED BY LAW Supervisor Ritt had an excused absence for the December CCHIC Committee meeting. She recorded her support for the letter sent from CCHIC co-chairs to Wisconsin’s Senators voicing the committee’s opposition to placing F-35 fighter jets at Truax Field. I. ADJOURNMENT A motion was made by AUDET, seconded by MORELAND, that the meeting be adjourned at 7:49 p.m. The motion carried by a voice vote.
