In his motion Heck, noted that North Butler Street is a transitional street in the James Madison Park neighborhood area, referring to the recommended eight story maximum building height on the west side of North Butler Street. He also referred to Recommendation 105 from the Downtown Plan, in which Hancock, Franklin, and Blair Streets are recommended for redevelopment compatible in scale and deign with the predominantly "house like" neighborhood character, while Butler Street is not included in the recommendation.
