A motion was made by Ryan, seconded by Senarighi, to Approve the May 11,
2022 Minutes. The motion passed by voice vote/other.

2. 43144 Poet Laureate Program & Initiatives
Angie Trudell Vasquez, Poet Laureate, provided an update. Eight applications for the Youth
Poet Laureate position have been received. A celebration is planned at the Central Library
on July 12. Fabu Carter will attend on behalf of MAC.
3. 69105 Greater Madison Music City
Angela Puerta, Planner, presented a Draft of the Madison Outdoor Music Guide document.
4. 71622 Approving the Madison Arts Commission’s selection of Ash Armenta as the
next Thurber Park Artist-in-Residence.
A motion was made by Ryan, seconded by Senarighi, to Return to Lead with
the Recommendation for Approval to the FINANCE COMMITTEE. The motion
passed by the following vote:

5. 21297 BLINK Proposal Review
Kristian Petrov Ilieve registered in support and available to answer questions regarding "The
Racing Pulses on Lake Monona" BLINK project proposal.
Stephanie Richards registered and spoke in support of her "Summer of Love & Community
Connections" project proposal. They are seeking support for the event. Their budget is
$7,000 and are seeking $1,500 per event.
Katie Ryan gave a brief overview of "The Racing Pulses on Lake Monona" project, which
would be a concert on the Pontoon Porch for 30 people.
Discussion was held regarding adding a possible "Opportunity BLINK" that could pay for a
Madison artist to exhibit a sculptural installation of their work outside of the City of Madison.
A motion was made by Ryan, seconded by Senarighi, to Endorse Stephanie
Richards' "Summer of Love & Community Connections" if staff can identify a
funding source other than BLINK funds since the proposal was not received
before the June 1 deadline. The motion passed by voice vote/other.
A motion was made by Ryan, seconded by Dupaty, to Deny funding for Kristian
Petrov Iliev's "The Racing Pulses on Lake Monona" since commissioners did
not believe it would be publicly accessible enough. The motion passed by
voice vote/other.
A motion was made by Senarighi, seconded by Dupaty, to Approve the new
"Opportunity BLINK" language as presented. The motion passed by voice
vote/other.
Since Mitchell Branscombe was available to present the Village on Park Parking Ramp, Item
11 was taken out of order.
11. 71809 Village on Park Parking Ramp
Mitchell Branscombe presented the proposed parking ramp at Village on Park including art
to be incorporated in the ramp. Discussion was held.
A motion was made by Ryan, seconded by Carter, to Approve using the
project's Percent for Art funds to work with Michael Ford to involve the South
Madison community in generating design ideas for the ramp. The motion
passed by voice vote/other.
6. 37957 Art for Public Market
Katie Ryan gave a brief review of the budget for the Public Market.
A motion was made by Ryan, seconded by Senarighi, to Approve using
$100,000 from the Municipal Art Fund for the Public Market. The motion passed
by voice vote/other.
7. 65288 Metro Transit Percent for Art Project
Next steps in the Metro Art selection process:
- July 15 optional site visit for artists
- Community Feedback solicited

- August 25 Design Proposals Due
- September 7 Proposals Presentations will be presented to full MAC for recommendation.
8. 61203 Friends of the Madison Arts Commission
Since the Rainbow Crossing Project was originally approved in 2019, but not completed due
to COVID, a budget amendment was just approved at Council on Tuesday. This project is
being completed entirely with donated funds. Friends of Madison Arts Commission is
raising funds for this project, many donations were received at the Silver Awards Event. Rae
Senarighi is donating his portrait of Dick Wagner towards the cause. Rodney and Mark are
underwriting the Mayor's Purchase Award for the portrait, which will be installed outside the
chambers of the City Common Council and the County Board meeting room so that
members of the public can view the work.
9. 21279 MAC Administrative Reports
Fabu Carter reported that she is working with MMoCA on convening a panel of Black Women
Artists to present their perspective as Madison Artists.
Karin Wolf reported that there is major build-up of hard water deposits on the Capitol Square
Fountains. Removal would be costly and likely remove the patina. She is seeking proposals
for the work.
