CALL TO ORDER / ROLL CALL
The meeting was called to order at 5:35 pm

Ryan; Anna T. January; Nicholas A. Pjevach; Bethany M. Jurewicz and
Mitchell F. Branscombe
Excused: 2 - Annik N. Dupaty and Prenicia E. Clifton
APPROVAL OF MINUTES
A motion was made by Ryan, seconded by Pjevach, to Approve the September
7, 2022 Minutes. The motion passed by voice vote/other.
PUBLIC COMMENT
1. 61239 Public Comment
Masaru Oka spoke in support of Jenie Gao's public art proposal.
Daniel Swadener spoke in support of Promega's Mother & Child sculpture.
Audifax spoke in support of their Blink proposal.
DISCLOSURES AND RECUSALS
Jurewicz recused herself from the review of Audifax's Blink proposal. Branscombe recused himself
from discussion of the Village on Park Parking Ramp.
CLOSED SESSION
The Commission convened into closed session at 5:50 pm to discuss Item #2,
the Metro Transit Percent for Art Project (Legistar ID #65288). The Commission
reconvened into open session at the conclusion of their discussion of Item #2.
2. 65288 Metro Transit Percent for Art Project
Commissioners had the following comments:
-Is there an opportunity to wrap the design around the corner so there is some attention to S Ingersoll
Street?
-Can we look at a different use of space? The artwork focuses on the area under saw tooth roof
where the windows may be restored.
-Allow for separate maintenance of the walls.
-Include more diversity of narrative and perspective beyond bus riders, to include Metro staff.
-If the location is removed from the saw tooth wall and is more flexible, consider reorienting the
narrative to start closest to the Capitol and move down E Washington Ave. away from the Capitol.

A motion was made by Branscombe, seconded by Senarighi, to offer Jenie
Gao the commission for the Metro Transit Percent for Art project with
modifications related to the design, location, materials, and other
specifications as requested by Metro Transit staff and the Madison Arts
Commission. The motion passed by voice vote/other.
Item #2 was discussed in closed session and voted on in open session.
3. 27011 Art in Public Places
A motion was made by Jurewicz, seconded by Branscombe, to Approve the
recommendation of the Public Art Committee to use $110,000 of the Municipal
Art Fund to fund the Timekeeper conservation at $8,000, Clyde Stubblefield
mural at $10,000, Tom Jones mural at $15,000, S Pinckney Street median
sculptures at $15,000, Urban League Job Center at $25,000, and Black Mother &
Child sculpture at $25,000. The remaining $12,000 will be used to partially fund
the Theresa Terrace window project. The motion passed by voice vote/other.
A motion was made by Jurewicz, seconded by S. Carter, to Approve the prior
recommendation of the Public Art Committee to select Sunghee Min's Arc I and
Arc II for the S Pinckney Street median sculptures. The motion passed by voice
vote/other.
4. 21297 BLINK Proposal Review
Regarding Wendy Schneider's application, the commission would like additional information and invited
the artist to attend the November MAC meeting to provide more project details including event locations.
A motion was made by Branscombe, seconded by S. Carter, to Approve the
recommendation of the Public Art Committee to fund the Blink project by
Audifax for $1500. The motion passed by voice vote/other.
5. 71809 Village on Park Parking Ramp
The Commission discussed Michael Ford's concepts. Commissioners preferred the images of people
over the strictly abstract images.
6. 22394 Madison Arts Commission Standing Committee Assignments
A motion was made by Ryan, seconded by F. Carter, to Approve Branscombe
serving on the Public Art Committee, Clifton serving on the Art Grants
Committee, and S. Carter serving as an alternate on the Art Grants Committee.
The motion passed by voice vote/other.
7. 21279 MAC Administrative Reports
Staff reported that there will be an upcoming survey regarding the Annie Stewart Fountain, which will
guide the future course of action.

Ethics Code.
CLOSED SESSION
When the Madison Arts Commission considers Item #2 (Legistar ID #65288), the Metro
Transit Public Art, it may go into closed session pursuant to sec. 19.85(1)(e), Wis.
Stats., which reads as follows:
Deliberating or negotiating the purchasing of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive or bargaining
reasons require a closed session.
If the Madison Arts Commission does go into closed session, notice is hereby given
pursuant to sec. 19.85(2), Wis. Stats., that it may reconvene in open session without
waiting 12 hours as specified in the statute.
Attendees will be placed in a virtual waiting room during closed session and readmitted
when the Commission reconvenes into open session.
