APPROVAL OF MINUTES
A motion was made by Jurewicz, seconded by Clifton, to Approve the October
12, 2022 Minutes. The motion passed by voice vote/other.
PUBLIC COMMENT
1. 61239 Public Comment
Wendy Schneider spoke in support of her BLINK proposal.
DISCLOSURES AND RECUSALS
Mitchell Branscombe recused himself from discussion of item 5 Village on Park Parking
Ramp
Item 3 was taken out of order.
3. 21297 BLINK Proposal Review
Wendy Schneider gave an overview of her project. She designed to draw attention to
women’s health issues. Ryan and Jurewicz asked about the locations and times of
public interactions. Clifton asked about an element of education with a pamphlet or
Flyer.
A motion was made by Jurewicz, seconded by Clifton, to Approve funding for
Wendy Schneider's BLINK project at $1,500 contingent to staff working with
Wendy to finalize locations and times of public interactions. The motion
passed by voice vote/other. Ryan abstained due to wanting more information
in writing.

2. 32522 Review Overture Contract
Chris Vogel spoke on behalf of Overture. January asked to start with a review Overture of
the 2022 Overture contract. She asked Vogel about segregated accounting reporting,
which Vogel explained though Overture is contractually required to maintain segregated
accounting, but they are not required to submit thet info to the city. Jurewicz and
Branscombe commented they wanted Overture to provide better information and more
data in reports and deliverables. Attorney Haas clarified reporting requirements and
requirements of the commission.
A motion was made by Clifton, seconded by Jurewicz, to approve of 2022
performance. The Motion passed by voice vote/other. Mitchell Branscombe opposed.
Pjevach and January started discussion of changes to Structural Agreement and
reporting from Overture. Pjevach suggested shortening length of the agreement.
Attorney Haas suggested options for moving forward. Discussion to move reporting
requirements to Annual Contract and simplifying the language in the Structural
Agreement.
A motion was made by Jurewicz, seconded by Ryan, to Approve both the
Annual Contract and the Structural Agreement pending edits moving grantee's
reporting requirements from the Structural Agreement to Annual Contract, and
entrusting the Grants Committee with the final review of these documents
before they go to the common Council for final action. The motion passed by
voice vote/other.
4. 23110 Endorsing Community Projects
Review of the DAMA mural on Fire Station 10 was referred to Public Art Committee.
5. 71809 Village on Park Parking Ramp
Mitchell Branscombe recused himself and left the meeting for the duration of the
discussion. Karin Wolf reported on Ford's changes to his designs based on community
input.
6. 27011 Art in Public Places
Karin Wolf provided and update on the S Pinckney Street Median Public Art project.
Sunghee Min will give a talk about her work and this project virtually from noon to one on
Thursday, November 17, 2022. A recording will be available on MAC Public Art
webpage.
7. 22394 Madison Arts Commission Standing Committee Assignments
Ryan asked Dupaty if she was interested in joining Public Art Committee. Dupaty
requested more information.

Karin Wolf reported on Annie Stewart Fountain survey will be distributed in early January
2023.
