Present: 4 - Anne Benishek-Clark; Kimila Daniels; Dana E. Denny and Angela L. Nash APPROVAL OF MINUTES A motion was made by Nash, seconded by Benishek-Clark, to Approve the Amended Minutes of the September 21, 2022 meeting of the Personnel Board. The motion passed by voice vote/other. PUBLIC COMMENT 1. 74424 Public Comment (11/2/22 Personnel Board Meeting) Rick Marx addressed the Board commenting on Item 5 (File #74419). DISCLOSURES AND RECUSALS No disclosures or recusals were made. NEW BUSINESS 2. 72706 Position study appeal to Personnel Board by employee (K. Daane) of denial for reclassification request of Dispatcher at Water Utility. A motion was made by Benishek-Clark, seconded by Nash, to Refer to the Human Resources Department for further study of comparable City positions with the same level of responsibility for specific softwares (Faster/Cityworks), including similar levels of judgment and independence. The motion passed by voice vote/other. 3. 74417 Recreate the 1.0 FTE position #1029 of Administrative Analyst 2 (CG18, R8) as an Accountant 3 (CG18, R10) and reallocate the employee to the new position. A motion was made by Benishek-Clark, seconded by Nash, to Return to Lead with the Recommendation for Approval to the FINANCE COMMITTEE. The motion passed by voice vote/other. A motion was made by Nash, seconded by Daniels, to Return to Lead with the Recommendation for Approval to the FINANCE COMMITTEE. The motion passed by voice vote/other. 5. 74419 Recreate the 1.0 FTE position #1067 of Engineering Program Specialist 1 (CG16, R17) as a Public Works General Foreperson (CG18, R7), within the Engineering Division operating budget. A motion was made by Nash, seconded by Benishek-Clark, to Return to Lead with the Recommendation for Approval to the FINANCE COMMITTEE. The motion passed by voice vote/other.
