CALL TO ORDER/ROLL CALL
The meeting was called to order at 5:00 p.m.

Cantrell and Maurice C. Sheppard
Excused: 1 - Anthony S. Fernandez
Zellers was chair for this meeting.
Transportation Planning and Policy Board Members Present: Margaret Bergamini, Ald. Grant Foster, and
Ald. Keith Furman.
Staff Present: Philip Gritzmacher, Mike Cechvala, Tom Lynch, Department of Transportation; Katie
Bannon, Zoning Administrator; Ben Zellers, Colin Punt, Brian Grady, Linda Horvath, Urvashi Martin,
Breana Collins, Ryan Jonely, and Heather Stouder, Planning Division.

2. 70575 Overview of Metro Transit Network Redesign
Department of Transportation Staff presented a brief overview of the Metro Transit Network
Redesign effort, and Commissioners had opportunities for questions.

3. 70576 Update and Discussion: Transit-Oriented Development Overlay Zoning
Planning staff provided a progress update on draft Transit-Oriented Development (TOD)
Overlay ordinance concept, based on informal feedback from the Plan Commission in late
2021. Updates included suggested TOD modifications by base zoning district and example
redevelopment concepts throughout the city. The Plan Commissions provided general
support for the draft materials, sharing input and requesting additional analysis for a future
work session.
4. 70577 Update and Discussion: Proposed Planning Framework
Planning staff provided detailed materials related to a new subarea planning framework
based on Plan Commission input and requests in 2021. Commissioners shared support
for the framework, advising staff to move forward with a Common Council resolution to
formalize the effort.
