Thursday, June 23, 2022 5:00 PM **Virtual Meeting** SPECIAL MEETING OF THE PLAN COMMISSION CALL TO ORDER/ROLL CALL The meeting was called to order at 5:00 pm. Present: 10 - Jael Currie; Patrick W. Heck; Erik Paulson; Ledell Zellers; Kathleen L. Spencer; Maurice C. Sheppard; Anthony S. Fernandez; Nicole A. Solheim; Bradley A. Cantrell and Arnold (Gabe) Mendez Transportation Planning and Policy Board Members Present: Carolyn McAndrews and Ald. Keith Furman Other Alders Present: Ald. Tag Evers Staff Present: Heather Stouder, Ben Zellers, and Colin Punt, Planning Division; Tom Lynch, Department of Transportation PUBLIC COMMENT 1. 60306 Plan Commission Public Comment Period There were no registrants for public comment. DISCLOSURES AND RECUSALS None SPECIAL ITEM OF BUSINESS 2. 70576 Update and Discussion: Transit-Oriented Development Overlay Zoning Planning staff provided a progress update on draft Transit-Oriented Development (TOD) Overlay ordinance concept, based on informal feedback from the Plan Commission in late 2021 and early 2022. Updates included a summary of public input from a series of virtual community meetings in May 2022, a review of zoning changes relevant within the TOD Overlay (land use, building height, parking standards, form-based standards), affordable housing as it relates to the TOD Overlay area, a summary of the completed Racial Equity and Social Justice (RESJ) Analysis, and a suggested timeline. The Plan Commission continued to share input and guidance on drafting the TOD Overlay Ordinance, requesting additional information for a future meeting related to building setbacks, potential inclusion of National Register Historic Districts, and other small details in the draft materials.
