Attachments: 2022-02 PSRC Meeting Notes.pdf Captain Drescher shared information from the attached report. There was a request to share strategic plan data based information with the committee. Chief Barnes advised the committee of one homicide that was not included on the attached report as he just received information from a toxicology report that would count on record as one homicide for the month of January. The letters are now scanned into the law enforcement management record system. There was a request if a report could be shared at the March meeting. There was unanimous consent for referral to the March meeting. Information is attached to the agenda item. COMMITTEE REPORTS 5. 69695 Report from the Chair and Co-Chair Chair Konkel shared the Mayor's office is working on secondary support staff from the fire department to help assist at the PSRC meetings. In addition the Mayor's Office is intending to work regulary with the co-chairs prior to PSRC meetings. There is also language being drafted that will be read at the beginning of each meeting. There was nothing additional to report from the Co-Chair. 6. 69696 Report from Alders There was nothing to report at this time from Alders. 7. 69697 Report from the Budget Subcommittee A budget subcommittee meeting date was determined. The meeting will be on February 16, 2022 at 1pm. UNFINISHED BUSINESS 8. 69149 Discussion on MPD's use of chemical munitions Attachments: SentinelReport20211116.pdf There were public speakers on this agenda item. Information is attached to the registration list from agenda item #1. Alder Heck shared the previous action PSRC took on this agenda item and that was to ban CS gas and that was submitted to Common Council. Alder Bennett indicated she would like to take up this agenda item and would make a proposal at the council meeting to bring back before the PSRC. 9. 68366 Madison Metropolitan School District Safety and Officer Response MMSD did not attend the meeting. Giesfeldt moved to take this agenda item off of the agenda until a need arises for discussion. Alder Benford seconded the motion. There was unanimous consent. City of Madison Page 3 PUBLIC SAFETY REVIEW Meeting Minutes - Approved February 9, 2022 COMMITTEE NEW BUSINESS 11. 69702 Discuss PSRC Chair Elections Alder Heck nominiated Johnnie Milton and Matthew Giesfeldt as Co-Chairs of the PSRC. There would two Co-Chairs and a Vice-Chair of the PSRC. Alder Beford seconded the motion. Konkel asked if there are any other nominations. There were no other nominations. Milton and Giesfeldt were both asked if they were interested in being co-chairs in which they both accepted. Alder Benford made the following amendment; whoever is chairing the meeting would not be able to vote unless a tye, the co-chair's would work together on an alternating schedule with who is going to chair the meeting, they would work with support staff prior to the meeting on the agenda, and the co-chairs would serve until May 2023. There was unanimous consent from the committee on the amended motion. There were no objections to the co-chair nominations of Milton and Giesfeldt. Alder Heck nominated Aisha Moe as Vice-Chair. It was determined Vice-Chair nominations would be referred to the March PSRC meeting when Moe is present. There was unanimous consent. 12. 69292 Establishing a Glass-Free Zone for the West Mifflin Street area from 6:00 a.m. on April 30, 2022 through 6:00 a.m. on May 1, 2022. Attachments: 2022 Mifflin Street Area Glass Free Zone Map Al Rickey moved to accept the resolution. Alder Beford seconded the motion. There was unanimous consent for approval. 13. 69481 Authorizing the Mayor and Chief of Police to accept a FY2021 USDOJ COPS Office Cops Hiring Program (CHP) grant for the purpose of hiring six police officers to help the Department enhance and improve upon the existing legitimacy and trust building efforts in the community; and any local funding match requirement and final acceptance of the grant will be determined during the 2023 operating budget process Alder Heck moved that PSRC recommend to Council to accept the resolution. Alder Benford seconded the motion. Motion passes; 5:1 Ayes: 5- Patrick W. Heck; Matthew W. Giesfeldt; Allen M. Rickey; Brian Benford and Johnnie C. Milton, Jr. Noes: 1- Juliana R.
