Assistant Fire Chief Price shared information from the attached document. In addition he spoke about Med #14 which has been in service since January 9 (about 60 days) and has responded to over 300 calls. This he shared has allowed other units to stay in their territories which is great in reducing critical response times. He mentioned he would put together numbers to share with the committee on the impact of having Med #14 in service. Konkel requested on future reports if a map could be included sharing where the stations are located and to also include ladders and med units as well. Assistant Chief Stedman shared an update on CAREs. The presentation is attached to this agenda to refer to. There was an inquiry on a recent uptick on opiods and was interested to learn how much of an impact this has on paramedics. Chief Stedman indicated it is hard to pinpoint the uptick and shared this has not overwhelmed services or stretched staffing. Captain Drescher from Madison Police shared statistics on overdose information comparing 2021-22 and from 2017 sharing 5 year data. Assistant Chief Stedman spoke on the number of times MPD has been involved with the CAREs team (less than 5), future plans for CAREs data analysis, and working on new hires. Since the end of December the team has doubled the City of Madison Page 2 PUBLIC SAFETY REVIEW Meeting Minutes - Approved March 9, 2022 COMMITTEE call volume. Data collection was discussed and the desire is to have all of the information from Police, Journey Mental Health, and Fire funnel to public health for record keeping. One Journey crisis worker resigned so they are in the process of filling that gap. In June, it is expected there will be another team that will respond from Fire Station #4. Response when calling 911 and timing for the CAREs team to respond was discussed. Reports are attached. 4. 70319 Report from the Madison Police Department including information on recent gun violence and an update on strategic planning Attachments: 2022-03 PSRC Meeting Notes.pdf Captain Drescher shared information from the attached reports. Shared information on strategic planning and where the department is at right now. Surveys to gather feedback have been sent out and they are now waiting on the returns. Alder Heck shared through social media he has seen some feedback of fears of individuals being anonymous with the tracking code attached to the survey. Captain Drescher indicated she will be meeting with Matrix Consulting and will bring this to their attention. Konkel mentioned the police reports and what is being shared as she would like to hear more on community items and notices of community events. She also inquired if PSRC would be considered as a focus group with strategic planning. This is something Captain Drescher will mention to Matrix Consulting. Opiod and tracking information was discussed. For heroin overdoses and the way tracking works there are specific bullet points to be able to add to the data (the individual has to be admitted, have the product, probable cause or other criteria). Captain Drescher indicated she could reach out to the addiction recovery officer and it may be possible to share information. Alder Bennett mentioned the body worn camera committee and a conflict with the time the meeting was held and inquired if there would be another one. Captain Drescher will reach out to the Public Information Officer to find out if there is a second meeting being planned. Konkel made a motion for a separate agenda item at the April meeting to discuss what the committee would like to see in the police reports. At the May PSRC meeting the committee would address the current fire department reports. Alder Benford seconded the motion. There was unanimous consent from the committee. Captain Drescher indicated that she has the information and will share with PSRC as the PSRC meeting was before the Council meeting. Konkel inquired on tracking letters that go out and how many people are getting evicted as a result of the letter or if the letters are creating people to move from one area to another area. Captain Drescher indicated the letters are now being tracked in the law enforcement records system. The letters that are attached to the agenda are not accurate and are not in nuisance reports any more. The police department has a method to track letters that they are issuing and are not asking landlords to respond back because they are not requesting they evict the tenants. To be able to track evictions is not feasible however they could track letters that are going out in each district and is an area in which she could work on. It was mentioned this may be an item/area that could be requested to share in the police report going forward. 6. 70364 Discussion - Police update on WDOJ youth mentoring pass-through grant to RISE Wisconsin $33,600 Alder Heck made a motion to recommend Common Council accept the grant. Moe seconded the motion. There was unanimous consent from the committee. COMMITTEE REPORTS 10. 70320 Report from Co-Chairs Chair Gisfeldt indicated the plan moving forward with the Co-Chairs would be to alternate being the chair every-other meeting. In April, Milton would be the Chair. Before the April agenda is announced there will be a set schedule that will be shared. There may be changes that come up, however the plan would be to alternate chairs every other meeting. 11. 70321 Report from Alders Alder Benford shared he is looking forward to future conversations at this City of Madison Page 4 PUBLIC SAFETY REVIEW Meeting Minutes - Approved March 9, 2022 COMMITTEE committee and he would like to see the community involved as well as they are demanding change and want their voices heard. Alder Heck and Konkel are working together to put together what they can and determine what is needed. It was shared at the last subcommittee meeting to bring it to the PSRC on the creation of a potential fire budget subcommittee group. UNFINISHED BUSINESS 9. 70323 PSRC Vice-Chair Elections Aisha Moe was nominated as Vice-Chair at the February PSRC meeting. At the February meeting there was a motion and it was seconded for Moe to be the Vice-Chair. Konkel made a motion for Moe to be the Vice-Chair of PSRC. Alder Benford seconded the motion. There was unanimous consent from the committee. 8. 65366 Discussion on how the PSRC can have regular communication with the Police and Fire Commission and Oversight Board. Update from the May 2021 PSRC meeting on the roles of the Police and Fire Commission, Public Safety Review Committee, and Citizen Oversight Board. Attachments: City Attorney memo with attachments 5.11.21 (002).pdf City Attorney Haas shared information to the committee on the responsibilities of PSRC, Police and Fire Commission, and the new Police Civilian Oversight Board. Information is attached to the agenda. Konkel make a motion to refer this agenda item to the April PSRC meeting to discuss how the PSRC can have regular communication with the Police and Fire Commission and Oversight Board. Alder Benford seconded the motion. The motion passed with unanimous consent. Konkel seconded the motion. Konkel made an amendment, be it further resolved that MPD report annually to PSRC on the progress on items in the Vision Zero Action Plan. Alder Heck seconded the motion. There was unanimous consent from the committee. It was discussed if this is another item of interest the committee may want to see in the police reports as a quarterly report. Lieutenant Fiore indicated he would be able to provide information to the committee as needed. ADJOURNMENT Konkel made a motion to adjourn. Milton seconded the motion.
