Alder Benford made a motion to move item number 7 to the top of the agenda. Cha seconded the motion. Alder Benford made a motion to re-refer item number 7 to the August 2022 PSRC meeting. Alder Heck seconded the motion. There was unanimous consent from the committee. FIRE REPORTS 4. 72452 Report from the Madison Fire Department/CAREs Unit Update Attachments: PSRC - June 2022.pdf Assistant Fire Chief Stedman indicated updated fire report information is attached. In addition he shared an update on CAREs staffing (full-time crisis workers) and where they will be located. (Town of Madison Fire Station that the City will take over and Fire Station 3) NEW BUSINESS 5. 72465 Madison Police Open Records - Records Custodian, Julie Laundrie Madison Police Records Custodian, Julie Laundrie shared information on job duties in the records department and how records are processed. There was further discussion on the order in which records are processed, staffing levels, turn-around time, and Standard Operating Procedures. 6. 72466 Accepting the policy paper prepared by the Community Development Division City of Madison Page 2 PUBLIC SAFETY REVIEW Meeting Minutes - Approved July 13, 2022 COMMITTEE (CDD) outlining steps to carry out the plan developed by the Advisory Council formed to implement the Byrne Criminal Justice Innovation (BCJI) grant Isthmus Safety Initiative (ISI), and directing CDD to conduct a Request for Proposal (RFP) process to solicit proposals to utilize available funds, and to formulate funding allocation recommendations to the Mayor and Common Council, for their approval, for use beginning in September 2022. Attachments: CDD_BCJI 2022_Policy Paper.pdf Alder Heck made a motion to accept the report as prepared and the RFP proposal. Alder Benford seconded the motion. Konkel indicated she would vote no to this item as she questioned certain aspects of the initiatives within the report. There was a roll call vote; 4:1 motion passed Ayes: 4- Patrick W. Heck; Vincent Cha; Brian Benford and Johnnie C. Milton, Jr. Noes: 1- Brenda K. Konkel Excused: 3- Juliana R. Bennett; Aisha S. Moe and Matthew W. Giesfeldt 9. 72453 Planning a budget listening session This item was a combined discussion with item number 11. 8. 72618 Amending Section 24.02 and 1.08(3)(a) to prohibit disorderly conduct directed at an election official. Attachments: 72618Body.pdf Memo re Disorderly Conduct Ordinance.pdf Alder Benford made a motion for approval. Konkel seconded the motion for purposes of discussion. Attorney Haas explained the ordinance. Konkel had questions on the Disorderly Conduct component. There was unanimous consent from the committee for approval. 72456 Review of Chief's Quarterly Report to provide any recommendations to the Council Referred Agenda Item 10. 72459 Discuss Madison Police Department's Summer strategic plan Attachments: 071322 PSRC SP Update.pptx Captain Drescher and Chief Barnes shared information on the Summer Strategic Plan from the attached powerpoint. 72464 Exploring a combined Civilian Oversight Board and PSRC subcommittee on policies Referred Agenda Item 7. 72126 Creating Section 5.17 of the Madison General Ordinances to prohibit the Madison Police Department and law enforcement responding under mutual aid from using tear gas, mace, impact projectile devices or other chemical City of Madison Page 3 PUBLIC SAFETY REVIEW Meeting Minutes - Approved July 13, 2022 COMMITTEE agent for the purposes of crowd control. Vincent Cha seconded the motion. There were no objections and there was unanimous consent. This Ordinance was Re-refer to the COMMON COUNCIL due back on 8/10/2022. Konkel shared a calendar with the committee that the budget subcommittee has been working on. (attached) Budget subcommittee members discussed the budget timeline and proposed if there would be approval from the PSRC to host a public budget input session during the September 12 PSRC meeting. At the next budget subcommittee on August 18 it was requested to invite organizational development and other members of the PSRC to attend for further discussion on the public input session. There was a suggestion to contact City Information Technology to work on polls. Alder Heck and Konkel have been working on a budget report which will be shared at some point with the PSRC. Disorderly Conduct ordinance back on the agenda to review the ordinance as it is. ADJOURNMENT Alder Benford made a motion to adjourn. Alder Heck seconded the motion. The meeting adjourned at 7:45pm.
