There was unanimous consent for approval. FIRE REPORTS 4. 73056 Report from the Madison Fire Department/CARES unit update Attachments: PSRC - July 2022.pdf Assistant Chief Stedman indicated the monthly information was sent out prior and it is attached. There is nothing further to report at this time but is available for questions. He shared an update on CAREs reporting on the new hours (8am-8pm) explaining the change. The department is looking forward to weekend hours at some point. NEW BUSINESS City of Madison Page 2 PUBLIC SAFETY REVIEW Meeting Minutes - Approved August 10, 2022 COMMITTEE 5. 72126 Creating Section 5.17 of the Madison General Ordinances to prohibit the Madison Police Department and law enforcement responding under mutual aid from using tear gas, mace, impact projectile devices or other chemical agent for the purposes of crowd control. Milton, Jr. 7. 72588 Amending the Police Department’s operating budget, and authorizing the Mayor and Chief of Police to accept a Project Safe Neighborhoods grant award from the State of Wisconsin Department of Justice in the amount of $13,343 and a Dane County Narcotics Task Force subaward of up to $31,433 for overtime to address violence Moe made a motion for approval. Cha seconded the motion. There was not unanimous consent. 3 ayes;1 no Motion passes. Absent: 1- Juliana R. Bennett Ayes: 3- Vincent Cha; Aisha S. Moe and Brian Benford Noes: 1- Brenda K. Milton, Jr. 6. 72817 Establishing a Glass-Free Zone for the State Street area from 9:00 p.m. on October 28, 2022 to 5:00 a.m. on October 30, 2022. Attachments: Glass Free Zone Map Alder Bennett made motion to approve. Alder Benford seconded the motion. Konkel indicated the language that are in some of the ordinances/resolutions are overly broad and was questioning the glass container language and specifics. Alder Heck indicated this could be a good discussion at some point later for the committee. There was no unanimous consent. 5 ayes:1 no - Motion passed. Ayes: 5- Juliana R. Bennett; Patrick W. Milton, Jr. 8. 72855 Amending the Police Department’s 2022 Operating Budget; and authorizing the Mayor and Chief of Police to accept a FY2022 USDOJ Edward Byrne Memorial Justice Assistance Grant for $110,839, and to utilize these funds to support several law enforcement initiatives Alder Benford made a motion for approval. Moe seconded the motion. There was unanimous consent from the committee for approval. 9. 72856 A Resolution amending the 2022 Operating Budgets of the Police Department; and accepting $833,338 from the Wisconsin Department of Administration Law Enforcement Agencies Safer Communities fund to support law enforcement Alder Benford made a motion to approve. Cha seconded the motion. There was unanimous consent from the committee for approval. 10. 72456 Review of Chief's Quarterly Report to provide any recommendations to the Council Konkel made a motion to refer this item to the September meeting. Alder Benford seconded the motion. There was unanimous consent from the committee. 11. 72464 Exploring a combined Civilian Oversight Board and PSRC subcommittee on policies Konkel made a motion to refer this item to the September meeting.
