Wednesday, September 14, 2022 5:00 PM Virtual, Zoom Meeting The City of Madison is holding the Public Safety Review Committee meeting virtually to help protect our community from the Coronavirus (COVID-19) pandemic. 1. Milton, Jr. Excused: 1 - Brian Benford APPROVAL OF MINUTES Konkel made a motion to approve the August 10, 2022 minutes. Alder Bennett seconded the motion. The minutes were unanimously approved. DISCLOSURES AND RECUSALS City of Madison Page 1 PUBLIC SAFETY REVIEW Meeting Minutes - Draft September 14, 2022 COMMITTEE There were no disclosures or recusals 1. 73569 Early Public Comment There was no early public comment REPORTS FIRE REPORTS 2. 73570 Report from the Madison Fire Department/CARES unit update Attachments: Fire Report PSRC - Sep 2022.pdf CARES Program_Progress_9_8_22.pptx Assistant Chief Stedman shared information; Station 8 is the department's busiest station. This station is located on the East Side on Lien Road There is an increase in staffing for home football games. There are 14 extra paramedics working inside of the stadium and 2 extra staff ambulances working during the game. Post game there is an extra ambulance for a total of 10. CAREs Report - Shared information from the attached Powerpoint. There were questions and discussion regarding dispatching calls and emergency detentions, operating budget and adding money to the CAREs unit, looking at hours expansions during weekday/ends, and data on requests on when the unit was called but the unit couldn't respond. The Chief indicated he sent an email to the PSRC on making data more useable. There is an upcoming demonstration and if interested the Chief shared that an email could be sent to him to attend. The demo is prior to the next PSRC meeting. During the Chair/Co-Chair report this item will be discussed further. 4. 73571 Report from the Madison Police Department including information on recent gun violence and an update on strategic planning City of Madison Page 2 PUBLIC SAFETY REVIEW Meeting Minutes - Draft September 14, 2022 COMMITTEE Attachments: 2022-09 PSRC Meeting Notes.pdf July 2022 public monthly crime summary (1).pdf Captain Drescher shared information on the monthly crime summary explaining the 21 day delay in receiving information. In addition, shared information from the attached report on gun violence and the strategic plan. There were questions on what forward facing means, 41 percent decrease in drug overdoses, and reporting on death certificates and the cause of death. COMMITTEE REPORTS 6. 73572 Report from Co-Chairs Suggested items on future agenda items; Chief Barnes email, forward facing dashboard data. If anyone wants to attend the demonstration they should contact Chief Barnes. When we discuss this it was requested to include the UWPD data dashboard that has a different focus than what Chief Barnes is envisioning. It was agreed to have as a future agenda item. If the committee would like to create a subcommittee on the Fire Department budget like the subcommittee has done for the police department. This item will be placed on the January PSRC meeting. Create or follow a standard procedure to communicate to the broader city council on how they get information or how they would want it from the PSRC. It was suggested to add to the agenda after the budget discussions take place. Future agenda items from the August meeting on the Records SOP. This will be included on the October meeting for discussion. 7. 73573 Report from Alders Alder Heck shared when the committee takes on the police department budget roadmap he would like to share information on the budget process. As more information becomes available there will be updates. For the public hearing, Alder Heck made a powerpoint slide. The subcommittee does not have a subcommitee meeting scheduled but will have another meeting in the coming weeks and at that time will discuss what was heard at the public hearing and talk about any changes to the report. They will also discuss if they will want to make any recommendations to the full committee concerning what was learned in this process. At the October PSRC meeting the committee could consider any input from the PSRC meeting. PUBLIC COMMENT 8. 73574 Public Comment on the Madison Police Department Budget Roadmap Attachments: Final Draft 2022 MPD Budget Roadmap9112022.pdf Chair Giesfeldt shared there will be a 3 minute speaking time limit. Alder Heck shared a powerpoint on the budget process. He shared 3 questions that were sent out to the community that the subcommittee felt the public could be focused on. They also welcome other input.
