The City of Madison is holding the Public Safety Review Committee meeting virtually
to help protect our community from the Coronavirus (COVID-19) pandemic.

The 2nd quarter report was provided to the committee; the committee
requested the 3rd quarter report for next meeting

Captain Drescher provided data and update to strategic plan ahead of the
meeting. She fielded questions from the group on process and committee
membership.

Assistant Chief Stedman provided update on CARES staffing, and he fielded
questions about demographics of the current recruit class.
NEW BUSINESS
5. 73708 Approving the provision of up to $62,000 from the United States Department
of Justice (USDOJ) Byrne Criminal Justice Innovation (BCJI) grant Isthmus
Safety Initiative (ISI) to support the development and execution of a Isthmus
Safety Initiative (ISI) program in Madison’s Downtown and authorizing the
Mayor and the City Clerk to enter into agreements with the selected agency to
implement the designated project.

COMMITTEE
Konkel moved to approve the grant funding and the recommendation to
approve the Mayor & City Clerk to enter into an agreement for use of the funds;
Alder Heck; unanimous approval
6. 73075 Review Madison Police Department Records Inspection and Release SOP

Konkel spoke to her review of the MPD records requests processing; she noted
MPD processes with exceptions on order received but the policy doesn’t list
exceptions. She cites an auto response from MPD that lists timelines for
response depending on type of request and shared a copy with the group. She
has a list of questions she would like answered at a future meeting. The
Committee reviewed its authority in relation to MPD records SOPs.
Atty Haas spoke to the duties of the committee.
Konkel clarified that with current under staffing in police records section, along
with addition of Town of Madison, additional staff request might be something
that this committee would encourage the Council to support.
The Committee would like to request to have Julie from MPD Records attend a
future meeting to answer questions. Giesfeldt will follow up on this.
7. 74076 Data Dashboard - Madison Police Chief Barnes
Chief Barnes absent, refer to next meeting.

8. 74101 Report from Co-Chairs
Milton will chair the Nov meeting, Giesfeldt will chair in December, and then
continue to alternate in 2023.
9. 74102 Report from Alders
Alder Heck advised to stay tuned on greater budget conversation; Finance is
presenting public events on the budget.

COMMITTEE
The committee’s recommendation is to do nothing in terms of a budget
recommendation; subcommittee would have to find time to meet and make
recommendations within the current approval timeline. The committee will try
again in 2023.
Registrant Bonnie Roe spoke in support of additional staff for MPD records,
support of budget requests from police, and spoke to tear gas as a last resort
and support of additional crowd control training the police, support of body
cams, appropriate aud/vis and voice amplification equipment. Bonnie hit the
3-minute limit and will send the committee her additional comments.
ADJOURNMENT
Konkel motioned to adjourn, Milton seconded, unanimously approved
