3. Call to the Public
No members of the public approached the podium during the call to the public. No
speaker cards were provided by the public.
4. Minutes
4.1 MIN 24-57 The Commission shall review the Minutes from the August 26, 2024 meeting.
A motion was made by Commissioner Brems, seconded by Vice Chair
Singleton, that the Minutes be Approved. The motion carried by a unanimous
vote.
5. Regular Agenda
5.1 TXT 24-02 PUBLIC HEARING: TXT24-02 Text Amendment: A request by the City of Maricopa for
review and approval of a proposed text amendment to Section 18.80.030 Animal
Keeping, Section 18.140.040 Review of Applications, and to add Section 18.120.290
Charitable Donation Containers, of the Maricopa City Code; DISCUSSION AND
ACTION.
LaRee Mason, Assistant Planner, presented the details of item 5.1.
Commissioner Juarez asked who is going to enforce the chicken coops. LaRee stated

it would be Code Enforcement.
Commissioner Thomas asked about the charitable bins and wanted to know if any
applications have come in, LaRee stated there are not any but wanted to be prepared.
Commissioner Irving asked about the owner authorization letter and the non-profit
information listed on the bin. LaRee stated that the City will need the owner
authorization letter and the non-profit organization needs to be a registered entity.
Commissioner Juarez asked about the requirement of the look of the bin.
Commissioner Yocum stated that on line 7 of the code states that the bins need to be
in good working condition and maintained.

A motion was made by Commissioner Juarez III, seconded by Vice Chair
Singleton, that this Text Amendment be Approved. The motion carried by a
unanimous vote.
5.2 GPA 24-02 PUBLIC HEARING: The Planning and Zoning Commission shall discuss and take
action on a request for a Minor General Plan Amendment on approximately 4.89 acres
effectively changing the future land use designation from the Employment (E) and
Mixed-Use (MU) designations to Public/Institutional (P). The site is generally located at
the southeast corner of W. Bowlin Rd. and N. Greythorn Dr. DISCUSSION AND
ACTION.
Alex Bosworth, Planner, presented the details of item 5.2.
Chair Robertson opened the public hearing.
Chair Robertson closed the public hearing.
A motion was made by Commissioner Yocum, seconded by Commissioner
Brems, that this General Plan Amendment be Approved. The motion carried by
a unanimous vote.
5.3 ZON 24-01 PUBLIC HEARING: The Planning and Zoning Commission shall discuss and take
action on a request for a Zoning Map Amendment on approximately 4.89 acres,
effectively rezoning the site from the existing Transitional (TR) zoning to the
Public-Institutional (PI) zoning district. The site is generally located at the southeast
corner of W. Bowlin Rd. and N. Greythorn Dr., within the City of Maricopa.
DISCUSSION AND ACTION.

Chair Robertson opened the public hearing.
Chair Robertson closed the public hearing.
A motion was made by Commissioner Irving, seconded by Vice Chair
Singleton, that this Rezoning be Approved. The motion carried by a unanimous
vote.

Richard Williams, Planning and Zoning Manager, gave a report from staff. Williams
stated that November 25th will be the next meeting date for the Commission. There will
need to be 2 meetings in December. First meeting will be December 9th, 2024 and
then again on December 23rd for discussion and action.
7. Executive Session
No executive session was conducted.
8. Adjournment
A motion was made by Vice Chair James Singleton, seconded by
Commissioner Maurice Thomas Jr., to Adjourn at 6:46 p.m. The motion carried
unanimously.

If you wish to speak, please complete a speaker card and submit it to the Chairman prior
to the start of the meeting. The procedures to follow if you address the Commission are:
Commission requests that you express your ideas in three minutes or less and refrain
from any personal attacks or derogatory statements about any City employee, a fellow
citizen, or anyone else, whether in the audience or not. The Chairman will limit
discussion whenever he deems such an action appropriate to the proper conduct of the
meeting.

obtaining legal advice from the City’s Attorney on any of the above agenda items
pursuant to A.R.S. § 38-431.03 (A)(3).

Note: This meeting is open to the public. All interested persons are welcome to
attend. Supporting documents and staff reports, which were furnished to the
Commission with this Agenda, are available for review. Notice is hereby given of the
possibility of a quorum of the Maricopa City Council members at this meeting.
Physical access to the meeting room will be available 15 minutes prior to the meeting
start time.
