PUBLIC COMMENTS/AUDIENCE TO VISITORS (Subject to Ordinance No. 3128 as amended by Ordinance No. 3134) A. Proclamation - Sexual Assault Awareness Month 4. CONSENT AGENDA A. MINUTES 1) Discuss/Approve minutes from the March 23, 2026 city council meeting. B. BOARD APPOINTMENTS 1) Approve the recommendation of Mayor Absher to reappoint Tammy Beasley Wright to the Police Pension Board to a new two-year term. NEW BUSINESS 5. TREASURER'S OFFICE A. Discuss and announce that the FY27 tentative budget is available for review, and the budget hearing will be held on Monday, April 27th at 5 p.m. in the Council Chambers at Marion City Hall. 6. POLICE DEPARTMENT A. Discuss/Approve the recommendation of the merit board, Commissioner Barwick, and Chief Fitts to hire Tyler Absher as a patrol officer at the agreed upon rate per the collective bargaining agreement. Absher's start date will be April 14th, 2026. 7. STREET DEPARTMENT A. Discuss/Approve purchase of 2026 Ford F150 XL for $41,303.84 from Jim Hayes, Inc. B. Discuss/Approve Ordinance 4103 authorizing a loan with First Southern Bank not to exceed $41,304 for the purchase of a 2026 Ford F150 XL for the Street Department. Discuss/Approve the purchase of a 2026 Ford F150 XL for $41,303.84 from Jim Hayes, Inc.; a budgeted item. 9. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING A. Discuss/Approve an engineering agreement with Horner Shifrin for infrastructure improvements along Midway Court. B. Discuss/Approve an engineering agreement with Horner Shifrin for various stormwater improvements downtown. C. Discuss/Approve Ordinance 4104, a Residential TIF II Redevelopment Agreement with T&R Prime Properties, LLC. 10. PUBLIC AFFAIRS A. Discuss/Approve the First Amendment to the Sports Complex Public-Private Partnership Agreement. B.
