INVOICES 1) Approve Euna Solutions, Inc. invoice INV136652 for $21,951.88 for the Budget Professional subscription for the Treasurer's Office. 2) Approve Skuta Construction, Inc. invoice 2056 dated 6/10/2026 for $24,300 for 270 linear feet of 18 inch liner for storm sewer on Gregory Avenue. 3) Approve IEPA Annual NPDES Fee of $17,500 for FY 2027. 4) Approve Governmental Consulting Solutions, Inc. invoice 7367 for $3,000 for July 2026 consulting services. B. MINUTES 1) Discuss/Approve minutes from the June 22, 2026 city council meeting. NEW BUSINESS 5. BUILDING & CODE SERVICES A. Discuss/Approve Ordinance 4121 updating the International Building, Fire, and Property Maintenance Codes from 2018 to 2021 and adopting the 2021 International Residential Code. 6. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING A. Discuss/Approve FY27 TIF Grant Applications received through July 10, 2026 B. Discuss/Approve an Engineering Agreement with Horner Shifrin for the Washington School Safe Routes to Schools project. 7. Simonds for resurfacing of various streets. 8. HUB RECREATION CENTER A. Discuss/Approve the low bid from Greathouse Painting for various aquatics improvements for $57,300, a budgeted item. 9. WATER DEPARTMENT A. Discuss/Approve Phase 2 of the Water Meter Replacement Project by purchasing 1,200 new Zenner water meters for $133,200; a budgeted item. 10. PUBLIC AFFAIRS A. Discuss/Approve the proposal from PSC Civil Engineers and Land Surveyors for the management of a CDBG Housing Grant. B. Vote to determine whether the need for confidentiality still exists with respect to Closed Session Minutes of the City of Marion City Council per 5 ILCS 120/2.06 or whether the minutes no longer require confidential treatment. C. Discuss/Approve Ordinance 4122 renewing the Project Labor Agreement between the Egyptian Building & Construction Trades Council and the City of Marion. D.
