APPROVAL OF MINUTES
Approval of May 16 minutes by unanimous vote.
PUBLIC HEARINGS
REQUEST
Williamson County Board requests a Special Use Permit at Rt 37 North Court St.,
Parcel# 06-12-476-006, to build a new County Animal Control Facility in a R-A
Rural Agricultural zone.
COMMENTS/QUESTIONS
Mark Dillon, Architect, presented the plans. It is to be a single story, 6400 square
foot, state-of-the-art facility. It will include an indoor kennel, office, support staff,
outdoor runs, and a perimeter fence 40 feet from the building. Sewer mains will
connect to the city. There will be down lights outside and some security lighting.
The entrance from Court Street will be a driveway through Parcel# 06-12-476-008.
Doug Peebles questioned why the Ameren entrance from Court Street was not
being used. Mark Dillon said the land through that area is not suitable for building
a road to the facility due to a drop off.
Jim Marlo stated that the current location of the Williamson County Animal
Control Facility is owned by General Dynamics. It does not meet their needs and
cannot be modified. Also, General Dynamics will likely want the property vacated
in the near future.
Norman Winters, owner of the property north of parcel 008, expressed concerns
regarding noise from the kennel. He was assured animals would be outside in the
runs only during the daytime and that the runs would be on the south side of the
facility, away from his property.
Mr. Winters also said drainage issues involving Mule Creek have not been fully
addressed in the past, and he is concerned the installation of the proposed
facility's driveway will worsen the flooding on his property. He exhibited several
photographs showing the flooding/drainage issues on Mule Creek from Court
Street to Patrick Street.
Mark Dillon stated that culverts were to be installed under to driveway to drain
water away. Jim Marlo assured him the issues would be addressed and that the
County would be "good neighbors" and intend to "do things right".
Another concern of Mr. Winters was that approving the County's request would
set a precedent to re-zone other parcels surrounding his property. Doug Peebles
clarified that this was a special use permit, not a change of zoning. Thus, it would
not affect zoning of surrounding areas.
MOTION/VOTE
Bill Nielson made a motion to approve the request, with the condition that the
County addresses the water issues. It was seconded by Tamie Rix.
The request was unanimously approved.
