Ordinance 2178-26 BOND ORDINANCE PROVIDING VARIOUS CAPITAL IMPROVEMENTS AND THE ACQUISITION OF VARIOUS CAPITAL EQUIPMENT, APPROPRIATING $2,930,800 THEREFOR AND AUTHORIZING THE ISSUANCE OF $2,315,000 BONDS AND NOTES TO FINANCE A PORTION OF THE COSTS THEREOF, AUTHORIZED IN AND BY THE BOROUGH OF MIDDLESEX, IN THE COUNTY OF MIDDLESEX, NEW JERSEY 3. Ordinance 2179-26 AN ORDINANCE AMENDING CHAPTER 80 (POLICE DEPARTMENT) OF THE MUNICIPAL CODE OF THE BOROUGH OF MIDDLESEX TO AMEND THE FEE PROVISIONS FOR THE USE OF POLICE OFFICERS AND/OR VEHICLES ON EXTRA DUTY JOBS VIII. ORDINANCE(S) FOR PUBLIC HEARING AND FINAL ADOPTION 1. Ordinance 2174-26 AN ORDINANCE AMENDING CHAPTER 154 (CERTIFICATES, BIRTH, MARRIAGE, DEATH) OF THE MUNICIPAL CODE OF THE BOROUGH OF MIDDLESEX TO SET FEES FOR MARRIAGES AND CIVIL UNIONS SOLEMNIZED BY THE MUNICIPAL CLERK 2. Ordinance 2176-26 AN ORDINANCE CREATING A NEW CHAPTER 191 ENTITLED LOW SPEED ELECTRIC VEHICLES AND PROVIDING FOR THE REGULATION THEREOF IX. ADOPTION OF MINUTES 1. PRIVILEGE OF THE FLOOR During the conduct of the meeting, unless a Public Hearing is held or the Regular Order of Business is waived, the audience does not participate. A Public Portion is held and individuals commenting from the audience will be provided an opportunity to address the Council but will not be permitted to speak again until everyone has had an opportunity to speak. If a group is represented by an attorney, the attorney will be given an opportunity to speak on behalf of all of the members of the group. The Council, pursuant to the Open Public Meeting Act, will not publicly discuss personnel matters and may choose not to respond to comments made by members of the public during this portion of the meeting; however, the Council will give all comments appropriate consideration and will refer all individual complaints to the Mayor or appropriate Borough representative for resolution. XIV. NEW BUSINESS/CONSENT AGENDA/RESOLUTIONS: Matters listed within the Consent Agenda have been referred to members of the Borough Council for reading and study, are considered to be routine and will be enacted by one motion of the Council. If separate discussion is desired, the item may be removed from the Consent Agenda by Council action. The Resolutions listed below were submitted to the Borough Council for review and will be adopted by one motion. 1. Resolution 182-2026 Acceptance of Standing Reports 2. Resolution 186-2026 Approval to Advance Police Officer April Menditto to Police Officer Class "F" at an Annual Salary of $86,492 Effective July 13, 2026 6. Resolution 187-2026 Approval to Advance Police Officer Joseph Centola to Police Officer Class "G" at an Annual Salary of $78,810 Effective July 25, 2026 7. Resolution 188-2026 Special Items of Revenue and Appropriation - Green Communities Inventory 8. Resolution 189-2026 Special Items of Revenue and Appropriation - AARP Community Challenge Grant 9. Resolution 190-2026 Special Items of Revenue and Appropriation - Municipal Court Alcohol Education & Rehab Fund 10. Resolution 192-2026 Hiring Of Samantha Mulcahy Of Middlesex, NJ As The Part-Time Zoning And Construction Administrative Assistant In The Construction Department, Effective July 20, 2026 12. Resolution 193-2026 Approving the Agreement Between the Borough of Middlesex and the PBA for Extra Duty Job Provisions Effective January 1, 2025 through December 31, 2029 13. Resolution 194-2026 Approving the Agreement Between the Borough of Middlesex and the PBA for Lateral Police Officers for a Term Effective January 1, 2025 through December 31, 2029 XV. NON-CONSENT AGENDA/RESOLUTIONS: Matters listed within the Non-Consent Agenda will be individually addressed and acted upon accordingly. Council reserves the right to refer an item to Committee for further review and discussion.
