3. Approval of May 22, 2017 meeting minutes
Mr. Sain, seconded by Mayor Barrett, moved to approve minutes of May 22, 2017
meeting. There were no objections.
4. Milwaukee Promise Funding (Steve Mahan)
- BMAAC members will vote to approve funding recommendations from the BMAAC
sub-committee

Mr. Mahan explained that the Milwaukee Promise was an allocation set aside within the
funding allocation plan for the Community Block Grant administration through the
council in 2014. Depending on the funding availability through the U.S. Department of
Housing and urban development, amount has fluctuated. For 2017 the allocation
amount was $100,000. Eight applications were received this year’s RFP, specific to
the categories addressing the My Brother’s Keeper Priorities Pipeline which are access

to economic and entrepreneurial opportunities, identity, gender and character
development and educational opportunities. The agencies that submitted RFP’s were
Children Outing Association, Inc, Legal Action, Mentor Greater MKE; MPS, Milwaukee
Urban League, My Father’s House, Nonprofit Center of MKE, and running Rebels were
among the submittals. Total amount requested was $419,098.00. The funding
Opportunity Committee reviewed these applications and formulated the
recommendations to award Legal Action for MBK: Administration of Justice to work
with Municipal Court alternative sentencing, amount recommended $25,000; Mentor
Greater MKE; MPS for MBK: alternative community-based institutions, mentoring for
city-wide mentoring activity, amount recommended $25,000; Nonprofit Center of MKE
for MBK: representation and participation with board academy, amount recommended
$25,000; Running Rebels, MKB: alternative community-based institutions; mentoring
for city-wide rites of passage, amount recommended $25,000.
Ms. Mallory is the organization management consultant at the Nonprofit Center. She
provides technical assistance to all the Community Block Grant organizations,
including word development.
Ms. Mallory proposed, with the funding allocation awarded to the Nonprofict Center of
MKE, to work with organizations, such as African American Chamber, the Hmong
Chamber, the Hispanic Chamber and some of the other civic, social and fraternal
organizations to recruit young men of color and residents who are interested in serving
on nonprofit boards, and advisory committees, including social development, and
resident boards. Organizations and Individuals who are part of the neighborhoods and
are willing to receive training to understand the responsibilities of being a board
member and who can benefit from having young people on their boards.
Mr. Cherry moved, seconded by Mr. Coggs, to approve the funding recommendations
from the Black Male Achievement Advisory Coucil Subcommittee. There were no
objections.
5. Re-introduction of the Americorp VISTA Workers (CEAC Director – Mike Williams)

Mr. Williams introduced four Americorp VISTA workers who will be fulfilling different
priorities of the MBK pipeline; assigned to Employ MKE – employing individuals, boys
and men of color and helping them to advance in the work place; Shanti Lanier;
assigned to Running Rebels - city-wide rites of passage; Mr. Cory Williams, assigned
to the Milwaukee Health Department - to improve the health of boys and men of color
and to work with the Office of Violence Prevention on the Blueprint for peace; Mr.
Joseph Armstrong, assigned to the African American Chamber of Commerce -
developing entrepreneurship opportunities, Angel Santiago.; fifth position will be
working on criminal justice reform and violence reduction, individual will be assinged to
Legal Action of Wisconsin and Office of Violence Prevention.

Mr. Williams distributed My Brother's Keeper 2018 Goals (this item was not posted for
discussion).
Since the City budget is now completed, what are the allocations in relation to the MBK
plan, asked Ms. Gilligan.
Ald. Rainey asked the Budget office would follow-up on Ms. Gilliagan's inquiry.
7. Update from the OVP (OVP Staff)

8. Update from OAAA (Director Nicole Brookshire)
Appearing:
Ms. Nicole Brookshire - Director of the Office of African American Affairs (OAAA)
Ms. Brookshire expressed her passion to continue to participate in the council. She
said that the Office of African American Affairs posted a vacancy for the Engagement
Outreach Coordinator position. Posted on the county website, she asked for every
body's help to spread the word for this position. Ms. Brookshire asked for the support
of the BMAAC members few initiative and concerns from the OAAA like, Faith-based
groups discussion regarding joblessness and driver's license recovery. The office of
African American Affairs offered their support in the mentorship initiates mentioned
today in conjunction with BMAAC.
The Mayor offered Ms. Brookshire to follow up with his office to work collaboratively
with these initiatives.
