3. Approval of November 30, 2017 meeting minutes
Mayor Barrett, seconded by Mr. Washington, moved to approve minutes of November
30, 2017 meeting. There were no objections.
4. MBK Action Plan - Steven Mahan
Mr. Mahan said that the city of Milwaukee is now a member of the MBK Alliance which
is the graduation of the MBK White House Initiative now housed within Obama
Foundation; MBK Alliance has included City of Milwaukee in its Equity Intelligence
Dashboard, meaning that COM will be able to put DATA and all of the MBK milestones
tracking, calendar updates, events alerts with App ready; launched summer 2018.
Mr. Mahan said that is to show the Whitehouse challenge met. The Obama Foundation
is made up of six foundations that feed the one entity; it is an opportunity to show
where the need is for RFP's from the larger national foundations. Administration will be
the manager of inputting data into the system. Metric used are push priorities, pull
priorities, barrier reduction priorities and fire-fueling priorities. Included in this alliance
are all the Cities of the first class that answered the MBK challenge by submitting a
plan.

5. 2018 Racial Equity and Inclusion Funding - Eric Pearson
Mr. Pearson brought a Racial & Equity Inclusion Funding presentation which City
strategy goal is to promote racial, social and economic equity for all citizens.
Disparities in community conditions negatively affect quality of life, so reducing
disparities improve Milwaukee's social and economic quality. One of the reason council
was form is that Young black males are significantly more likely to experience
joblessness, low educational attainment, incarceration, family instability, and other
challenges that perpetuate poverty.
The Black Male Achievement Advisory Council requested information on 2018 funding
that supports efforts to improve racial inclusion and reduce disparities affecting black
men and boys. Information was organized by BMAAC Subcommittee areas:
Education and Workforce Development, Criminal Justice and Violence Prevention,
Health and Entrepreneurial Innovations.
Summary of Programs and Funding identified 38 programs and initiative that directly or
indirectly provide services to black men and boys. These services should reduce
disparities. Funding for 2018 is $7.6 million. more than 15,000 black men and boys
served by these programs in 2017.
Funding sources for these programs were $1.9 million by City, $2.8 by the Community
Development Block Grant Office and $2.7 million from grants and other sources.
Department of Administration has three positions that support the City's efforts to
promote racial equity and inclusion, these are:
Community Engagement & Achievement Collaborative Manager (CEAC)
Equal Rights Specialist
Community Outreach Manager
6. Updates from the Office of Violence Prevention - Reggie Moore
Mr. Reggie Moore, Director of the Office of Violence Prevention
Mr. Moore said that the office of violence prevention will start working with the trauma
response initiative and other programs funded by the office of violence prevention is to
track referrals services provided.
The mission of the office of violence prevention is to focus on prevention and reducing
violence through partnership that strengthen youth, families and neighborhoods; some

of the mission include staffing the Commission for Domestic Violence and sexual
assault, coordinate the Safe Visitation Exchange Program, and partnership with Legal
Aid , Sojourner Family Peace Center in Children’s Hospital, Pop Up for Peace,
partnership with local and national artists and other community leaders to work with
young people in schools to promote pro- social messages around violence prevention;
OVP also works with RECAST Milwaukee, five year initiative on mental behavior and
healing. The Blueprint for peace can be view online at 414forlife.com. Since the
document was released, OVP has done several neighborhood briefing, presented
before the Public Safety and Health Committee and are in the process of planning
several more over the next coming months.

8. Current Events
City Hall Rotunda Black History Month Celebration - The Soul of the black Folks
Chair Rainey introduced Dr. McManus as Interim Health Commissioner said that there
is a lot of work to be done within the Health Department.
Jeff Roman from The Black Male Achievement Campaign is a national achievement
network that works to build an engage black men across the country to advance and
mobilize the community of leaders and organizations to impact black men and boys.
In 2015 it released a report called the Promise of a Place, report card of community
engagement nationally.
Nicole Brookshire from of the Milwaukee County Office of African American Affairs,
working on establishing a Memorandum of Understanding with the City of Milwaukee to
be drive the resource center into the Milwaukee area, specifically in District 7. Ms.
Brookshire said that the Office is currently working on filling two positions;
Engagement Outreach Coordinator and Research and Program Manager. Also office
is evaluating a national frame work for governance alliance on Race and Equity.
