Call to Order The meeting was called to order at 1:36 p.m. Present 3 - Bock, Smith and Collins Excused 2 - Miller and Cleary 2. Roll Call Present 5 - Bock, Miller, Smith, Cleary and Collins 3. 220441 Approval of the Board of City Service Commissioners Minutes from the regular meeting held on June 28, 2022 A motion was made by Janet Cleary, seconded by Kobena-Marcus Collins, that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 4- Bock, Smith, Cleary, and Collins No 0 Abstain 1- Miller 4. 220442 The Annual Meeting of the Board of City Service Commissioners under the provisions of Section 63.18 of the Wisconsin Statues, which states: "The Commissioner shall, at a meeting in July of each year, elect one member to act as the President and one member to act as Vice City of Milwaukee Page 1 BOARD OF CITY SERVICE Meeting Minutes - Final July 12, 2022 COMMISSIONERS President, each for a term of one year and until a successor is duly elected." a.) Election of President b.) Election of Vice President The Commission voted for President of the Civil Service Commission and unanimously elected Frank Bock as the President. Mr. Bock accepted that role. The Commission voted for Vice President of the Civil Service Commission and unanimously elected Marilyn Miller as the Vice President. Ms. Miller accepted that role. A motion was made by that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 5- Bock, Miller, Smith, Cleary, and Collins No 0 GENERAL HEARING 5. 220443 Communication from the Mayor's Office to extend the temporary appointment for Nicole Fleck, Chief of Staff (Interim Employee Relations Director), from July 18, 2022 and ending on September 17, 2022. A motion was made by Kobena-Marcus Collins, seconded by Janet Cleary, that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 5- Bock, Miller, Smith, Cleary, and Collins No 0 6. 220444 Communication from the Mayor's Office to extend the temporary appointment for Renee Joos, Chief of Staff (Interim Employee Relations Director), from July 18, 2022 and ending on September 17, 2022. A motion was made by Janet Cleary, seconded by Steve Smith, that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 5- Bock, Miller, Smith, Cleary, and Collins No 0 7. 220445 Communication from the Mayor's Office to extend the temporary appointment for Kristin Urban, Chief of Staff (Interim Employee Relations Director), from July 18, 2022 and ending on September 17, 2022. Interim Executive Secretary, Kristin Hennessy Urban, recused herself from this item. A motion was made by Steve Smith, seconded by Kobena-Marcus Collins, that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 5- Bock, Miller, Smith, Cleary, and Collins City of Milwaukee Page 2 BOARD OF CITY SERVICE Meeting Minutes - Final July 12, 2022 COMMISSIONERS No 0 8. 220446 Communication from the Department of Public Works, Operations Division, to extend the temporary appointments for seventeen (17) City Laborers: Joshua Edwards, Kody Konz, Jalen Taylor, Daniel Munoz Sr., Patrick Haynes, Demone White, Kenneth Hopkins, Tristan Boone, Lance Cooper, Shanton Lay, Jamonte Childs, Phillip Beal, Terence Boone, Devion Phillips, Lonnie Johnson, Morris Wilson, Terry Williams. Kaylyn Jennik, DPW, was present to answer any questions from the Commissioners. A motion was made by Janet Cleary, seconded by Marilyn Miller, that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 5- Bock, Miller, Smith, Cleary, and Collins No 0 PUBLIC HEARING 9. 220447 Communication from the Department of Administration, Office of African American Affairs to exempt two (2) positions of Grant Monitor, pay range 2GX. Darryl Davidson, DOA - Office of African American Affairs, was present to answer any questions from the Commissioners. There was a correction to the file as the request to exempt is for only one position of Grant Monitor in pay range 2GX. A motion was made by Janet Cleary, seconded by Kobena-Marcus Collins, that this Communication be APPROVED. This motion PREVAILED by the following vote: Aye 5- Bock, Miller, Smith, Cleary, and Collins No 0 10. Adjournment This meeting adjourned at 2:01 p.m. Commissioner Miller will be unable to attend the July 26, 2022 CSC meeting. It was determined that there will be quorum as at least three Commissioners are able to attend. The Mayor's appointee, Harper Donahue IV has been confirmed at both Finance and Personnel last week and today at Common Council. Mr. Donahue's anticipated start date will be in September due to contract obligations with his current employer, the City of Milwaukee Page 3 BOARD OF CITY SERVICE Meeting Minutes - Final July 12, 2022 COMMISSIONERS City of Madison.
