i. Phased reopening orders
Moved to Phase 3 on 06/04/2020
Talking points to use when sharing updates about the public health and safety order ‘Moving
Milwaukee Forward’:
All businesses are allowed to be open to some degree.
Safe business practices now state that locations can have up to 50% or the total established
occupancy limit or 1 person for every 30 square feet.
Restaurants and bars are permitted to have seating up to 25% of their occupancy while
complying with social distancing and safe business practices
Daycare and Youth Summer programs may operate at 50% capacity
Gatherings including faith based organizations:
Gathering size limits are set at the lesser of:
(i) 25% of the total occupancy of the location established by the City of Milwaukee, if any,
(ii) one person for every 30 square feet of floor space open to the public, or
(iii) 250 people
It is important to remind people about the need for physical distancing of 6 feet from others,
protective measurement requirements such as mask wearing, and safe business
Lastly, the city is following guidelines for phases of safe reopening. It is important for people to
understand that in order to move forward, the orders must be followed.

Red: <50% of COVID+ residents are successfully reached within 3 contact attempts

Currently there is adequate PPE available for healthcare personnel, long-term care facilities,
and first responders. Please see key performance metrics as noted above.
v. Responding to the community – communication, outreach and education

Stronger Together Collective Workgroup debriefed about the virtual launch of You Matter
Campaign
Next Steps: determine how to sustain the campaign
2. ASKMHD
Launched on June 3, 2020 to create a more efficient streamed line way of answering
COVID-19 related questions
3. Office of Violence Prevention (OVP)
ReCAST Program Manager appeared on 04/24/2020 3pm segment of TMJ4 News
Distributed PPE to during the protests
4. Hotline Volumes
Rise in calls, predominately related to the delay in reporting of test results from the
National Guard testing sites, per slide 29 of power point 3,387 (05/18-05/23) followed by a drop to
535 (06/01 –06/09)
5. Role of Board of Health members
Advocate for the importance of public health and adequate funding
Assist with the creation of toolkits and outreach to businesses and churches that help
shape the implementation or phased reopening.
vi. Other
MHD has received the “first wave” of CARE dollars. The funds will be allocated to contact
tracing, testing and emergency response planning. To date, the State has created some training
materials, PowerPoints, and scripts--parts of which have been incorporated into our training materials.
MHD has a point person with DHS who helps with contact tracing related questions/guidance. This
individual has been a great help.
MHD received $6,016,846 in a consolidated contract through the State yesterday.
