Approval of meeting minutes from November 2020 Board Member Means motioned to approve, Board Member Zhang seconded Approved by Board with no oppositions. 4. Approval of letter from the board for the 2019 MHD Annual Report 201215 Communication relating to those documents submitted to the Board of Health for its meeting of December 8, 2020. Board Member Burich-Weatherly motioned to approve, Board Member Means seconded Approved by Board with no oppositions. 6. Communication from the Commissioner Interim Commissioner Marlaina Jackson presented an update on the department’s COVID-19 response and vaccine distribution planning. Medical Director Dr. Heather Paradis was also present to answer the board’s questions. The health department is continuing to operate three testing sites at Miller Park, and their Southside and Northwest Health Centers, though testing numbers have been decreasing, which is concerning as cases have doubled between September and now, from where they were from March to September. 7. Discussion of COVID-19 vaccine rollout plans The health department has established workgroups to plan their distribution of COVID-19 vaccines to handle logistics, outreach and communication, and clinical orders. They intend to follow federal and state-level guidance for a phased distribution with phase 1a) health care workers and residents of long term care facilities, 1b) essential workers and 1c) individuals 65 and over and those with a compromised immune system, followed by the general population, and expect additional guidance soon. MHD intends to prioritize ensuring access and outreach for marginalized populations. The city is committed to financially supporting the vaccine distribution, hopefully with support from state and federal governments and another round of CARES Act funding. 8. Milwaukee Health Department branch collaboration updates Home Environmental Health Branch: The grant supporting the creation of the Lead-Safe Advisory committee is ending December 31st so the Board Member Co-Chairs (Bria Grant and Wujie Zhang) and health department staff are exploring options for continued leadership and sustainability of the committee. They will present a report summarizing the work completed in 2020 to the board in early 2021. Board Member Means has been working with MHD on mask distribution and encourages other board members to distribute masks to their networks. Board Member Burich-Weatherly encourages board members to continue to disseminate any vacancies or job postings to their contacts to help fill these positions. 9. Future agenda items 10. In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting.
