3. Approval of meeting minutes from January 2021
Board Member Ramey motioned to approve, Board Member Zhang seconded; none opposed.
4. Meet and Greet with nominated Health Commissioner, Kirsten Johnson.

Kirsten Johnson introduced herself to the board, provided an overview of her experience,
qualifications, and priorities, and the board was able to ask questions.
5. Communication from the Commissioner

2 of 5 Gating Criteria are green (Testing and Care), while 3 are Yellow (Cases, Safety & Tracing) so
Milwaukee is moving to Order 4.4. MHD has been administering COVID-19 Vaccines since January
13th, and began vaccinating individuals 65 and older on Monday (2/1). The City has plans to operate
mobile vaccine clinics and to expand number of vaccines administered per day at the Wisconsin
Center, but is limited by supply of vaccines that are being received from the state/federal government.
6. Discussion of DHS 140 certification
MHD was last assessed in 2019 and has recently had conversations with the state about their
preliminary findings. Primary areas of concern were 1) MHD’s Strategic Plan, 2) Implementation of
CHIP, 3) Implementation and operation of Board of Health; while primary areas of Strength were 1)
Food Safety & Lab Programs, 2) Understanding of Equity, 3) Overall vision of the department. Many
areas of concern have been addressed since initial assessment, and the state will likely make their final
decision on certification soon, results of this decision will be communicated to the Board.
All media requests for the board should be directed to Ruthie; and/or directly to Lilliann and the
Commissioner of Health.
7. Milwaukee Health Department branch collaboration updates
a. Presentation and discussion from BOH members on branch collaborations
Board Member Means is participating as a panelist in MHD’s upcoming Town Hall on COVID-19
Vaccines
Board Member Ramey is working with Commissioner Jackson to discuss vaccine outreach through
the Divine Nine.
HEH: Board Members Grant and Zhang have had conversations with the Wisconsin Lead Policy
Advisor to discuss funding to support the Lead Safe Advisory Committee’s work
Medical Services: MHD is continuing to work in all areas of COVID-19 Pandemic response including
testing, outbreak investigations, contact tracing, and staffing a hotline that receives 2-3 thousand
calls/month; this year MHD doubled its goal of 2,000 flu vaccines and administered 4,000 flu vaccines
through drive-thru clinics this fall

meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of
the following committees: Community and Economic Development, Finance and Personnel, Judiciary
and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods &
Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on
whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority. In
the event that a simultaneous meeting is occurring, no action other than information gathering will be
taken at the simultaneous meeting.

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information
