Call to order 2. Roll Call Present: Ruthie Burich Weatherly, Bria Grant, Julia Means, LaNelle Ramey, Ericka Sinclair, Dr. Ian Martin, Wujie Zhang Absent: Ald. Approval of meeting minutes from June 3, 2021 Board Member Ramey motioned to approve, Board Member Grant seconded and the motion passed, with none opposed. 4. Communication from MHD Health Commissioner, Kirsten Johnson. a. COVID/Vaccine updates/Masking b. Questions 210143 Communication relating to those documents submitted to the Board of Health for its meetings in 2021. City of Milwaukee Page 1 BOARD OF HEALTH Meeting Minutes August 5, 2021 Commissioner Johnson presented an update on the COVID-19 Pandemic, vaccination rates and outreach efforts, and masking recommendations. 5. City of Milwaukee Health Dept. 2020 Annual Report a. Communication by Bailey Murph b. Questions Deputy Commissioner Murph presented an overview of the MHD 2020 Annual Report including key challenges and accomplishments. 6. American Rescue Plan Act (ARPA) Mayor’s Phase I: Stronger Summer Proposal a. Presentation by Aaron Szopinski, Policy Director – Mayor’s Office b. Questions Aaron Szopinski presented an overview of Mayor Barrett’s Stronger Summer plan to allocate $93 million of the ARPA funds to address immediate needs including public health & the pandemic response, affordable housing, and violence prevention, with plans for investment in lead abatement activities in the fall. 7. Office of Violence Prevention- Proposal requested by Gov. Evers office a. Presentation by Arnitta Holliman , Director, OVP b. Questions Item held to September as Arnitta Holliman was unable to attend this month’s meeting. 8. Public Comment a. 2-minute limit Standing Agenda Items 9. Discussion of DHS 140 Certification a. Updates, communications update and timeline b. Questions Deputy Commissioner Murph presented an updated timeline of action items identified in the DHS 140 certification plan, included the completed annual report, community health assessment which will be complete in March 2022, and the strategic plan to be completed May 2022. 10. Lead Program a. Updates, communications update and timeline b. Questions City of Milwaukee Page 2 BOARD OF HEALTH Meeting Minutes August 5, 2021 Deputy Commissioner Weber presented an update on the Lead Program. Current activities include the audit from the Public Health Foundation, engagement with DHS’ quality and program improvement, DER and exploring options to reduce EBLL intervention levels. 11. Strategic Planning a. Internal Health Dept. Planning b. Planning that includes BOH Deputy Commissioner Murph shared an updated Strategic Plan project overview, timeline and progress towards identifying a consultant to beginning strategic planning. 12. Milwaukee Health Department branch collaboration updates a. Presentation and discussion from BOH members on branch collaborations 13. Future agenda items Board members requested an update on the HIV/STI program data, and the Office of Violence Prevention. Board elections will also be held next month. 14. Adjournment Board Member Grant motioned to adjourn, Board Member Ramey seconded and the motion passed with none opposed. This meeting will be webcast live at www.milwaukee.gov/channel25. In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
