1. Call to order
The meeting was called to order at 5:39 PM.
2. Roll call
Present: Ruthie Burich-Weatherly, Caroline Gomez-Tom, Bria Grant, Ericka Sinclair, Julia Means,

Board member Means motioned to approve minutes from September, Board member Sinclair
seconded, and the motion passed, with none opposed.
Board member Gomez-Tom motion to approve minutes from October, Board member Means
seconded the motion, which passed with all in favor.
4. Communication from MHD Health Commissioner, Kirsten Johnson.
Commissioner Johnson presented an overview of the response to the COVID-19 pandemic and
major updates. COVID case numbers are declining in the city and MHD clinics have started
vaccinating children 5-11 at all three sites. City vaccine mandate has gone into effect for employees,
MHD received $42.6 of ARPA funds for OVP, the lead program, and continuation of the COVID
response.
5. Presentation from Erica Olivia
210143 Communication relating to those documents submitted to the Board of
Health for its meetings in 2021.
Interim Deputy Commissioner of Community Health/ MCH Director, Erica Olivier, presented an
overview of the Empowering Families of Milwaukee Program, Direct Assistance to Dads (DAD)
project, PNCC (Prenatal Care Coordination), and BOMB Doula Program (Birth Outcomes made
better), impacts of COVID on the home visiting programs & plans for next year.

6. Discussion of DHS 140 certification
Strategic Planning has begun in collaboration with Genesis Health Consulting and will be completed in
July 2022.
7. Lead Program
The Public Health Foundation finished their audit, and are working on their recommendations, which
will be released in early December for a public presentation to Common Council. They are also
working with DHS on quality improvement processes, and have launched into planning with partners
on utilizing ARPA funds. The CDC announced an update to lower the blood reference value of
concern for children to 3.5ug/dL.

9. Milwaukee Health Department branch collaboration updates
Medical Services– scheduling a tour with Dr. Bhattacharya and Dr. Paradis of the lab to get more
engaged with Medical Services and the Lab
PIE – Board members met new directors in PIE, Mike (Data & Evaluation) & Langston (Health
Strategy)

Board Member Gomez-Tom motioned to adjourn, Board Member Sinclair seconded, and the
meeting adjourned at 6:51 PM.

simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic
Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning,
Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether
the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above
committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that

will be taken at the simultaneous meeting.
