Roll call City of Milwaukee Page 1 BOARD OF HEALTH Meeting Minutes July 7, 2022 Present: Ruthie Burich-Weatherly (Chair), Ericka Sinclair (Vice Chair), Caroline Gomez-Tom, Bria Grant, Julia Means, Dr. Ian Martin, and Wujie Zhang Absent: Ald. Chantia Lewis Excused: None Resigned: Dr. Domonique Weathers 3. Approval of May 5, 2022 Board meeting minutes Board member Dr. Ian Martin motioned to approve, Board member Bria Grant seconded, the motion passed with all in favor and none opposed. 4. Communication from MHD Medical Director, Dr. Heather Paradis and Chief of Staff, Myra Edwards a. Presentations b. Question Medical Director Dr. Heather Paradis presented an update on MHD’s response to the COVID-19 Pandemic, Monkeypox and infant formula shortage. The COVID-19 update included the case burden, current vaccination rates, CDC updates, and mask guidance. The Monkeypox update included background information, global and U.S. outbreak, symptoms, time course and isolation, and prevention. The infant formula update included an overall view of the situation and MHD’s response to the shortage. Chief of Staff Myra Edwards presented an update on the MHD Back-to-School Health Fair scheduled for July 29, 2022. 211824 Communication relating to those documents submitted to the Board of Health for its meetings in 2022. 5. Remarks from The Honorable Cavalier Johnson, Mayor of Milwaukee Mayor Johnson expressed his appreciation to the Board for their partnership with MHD. Mayor Johnson also stated in order to have safe and stable neighborhoods, partnerships with MPD, MFD, Department of Public Works, Housing Authority, other support services within city government and private sector, and develop programs that center around people. Mayor Johnson indicated that a Department of Employee Relations director was appointed today. Board member Bria Grant suggested that Mayor Johnson attend a board meeting on a more consistent basis 6. Annual Report presentation, MHD Data & Evaluation Director, Dr. Mike Totoraitis City of Milwaukee Page 2 BOARD OF HEALTH Meeting Minutes July 7, 2022 MHD Data & Evaluation Director, Dr Mike Totoraitis presented an overview of the Annual Report including 2021 key accomplishments and challenges, staffing and financials, and key highlights from each MHD branch. STANDING AGENDA ITEMS: 7. Discussion of DHS 140 certification, MHD Deputy Commissioner, Bailey Murph Deputy Commissioner Murph reported that an DHS140 update was recently sent to State and MHD is currently in good standing. 8. Strategic Planning, MHD Deputy Commissioner, Bailey Murph Deputy Commissioner Murph reported that the MHD Strategic Plan would be completed in July 2022 and copies would be forwarded to the State. In August 2022 the MHD Strategic Plan would be presented to the community and a presentation would done the at the next Board meeting. Deputy Commissioner Murph reported provided a brief summary of the CHIP, including the Priority Survey, virtual meeting scheduled on July 28, 2022, and the team member recruitment for the 2023 – 2028 term. 9. Lead Program, MHD Deputy Commissioner, Tyler Weber a. Questions Deputy Commissioner Weber provided updates regarding the NEW Home Environmental Health (HEH) Manager, Lead Risk Assessment Tool, new XRF machines should be arriving soon, and HEH Lead Program Dashboard. 10. MHD branch collaboration updates, Board of Health Members a. Presentation and discussion The Board offered kudos to Policy, Innovation and Engagement (PIE) and Office of Violence Prevention (OVP) for their hard-work and dedication. 11. Future agenda items Add OVP updates to the Board’s standing agenda items Add Board elections and nominations to the agenda for the meeting schedule in September 2022. Board members Bria Grant and Caroline Gomez-Tom and President Ruthie Burich-Weatherly terms are expiring. City of Milwaukee Page 3 BOARD OF HEALTH Meeting Minutes July 7, 2022 12. Next board meeting, September 1, 2022. This will be in-person (hybrid). 13. Adjournment Board member Bria Grant motioned to adjourn, Board member Ericka Sinclair seconded and the motion passed, with all in favor, the meeting was adjourned at 7:49 pm. In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
