Call to order Board Chair Ruthie Burich-Weatherly called the meeting to order at 5:38 pm 2. Roll call Present: Ruthie Burich-Weatherly (Chair), Ericka Sinclair (Vice Chair), Caroline Gomez-Tom, Bria Grant, Julia Means, Dr. Ian Martin, and Wujie Zhang Absent: Excused: 3. Approval of July 2, 2022 and July 29, 2022 Board meeting minutes Board member Julia Means motioned to approve, Board member Dr. Ian Martin second, the motioned passed with all in favor and none opposed for July 7, 2002 meeting minutes. Board member Dr. Ian Martin motioned to approve, Board member Wujie Zhang second, the motioned passed with all in favor and none opposed for July 29, 2002 meeting minutes. 4. Nominations and Election of Officers a. Discussion b. Installation Chair: Board member Ericka Sinclair nominated Board member Caroline Gomez-Tom for Chair, Board member Dr. Ian Martin seconded the motion, with all in favor and none opposed. Vice Chair: Board member Bria Grant nominated Board member Ruthie Burich-Weatherly for Vice Chair, Board member Ericka Sinclair seconded the motion, with all in favor and none opposed. 5. Communication from MHD Commissioner Kirsten Johnson a. Presentation b. Questions City of Milwaukee Page 1 BOARD OF HEALTH Meeting Minutes September 1, 2022 Commissioner Johnson presented an update on COVID-19 Pandemic response including CDC updates revolving around their focus on preventing instances of severe COVID-19, case burden, vaccine recommendations and mask guidance. Commissioner Johnson also presented an update on Monkeypox, Milwaukee cases, symptoms, how it spreads, and treatments 211824 Communication relating to those documents submitted to the Board of Health for its meetings in 2022. 6. Discussion and review of communiqué submitted by Board Director Grant a. Review b. Discussion Reviewed and edited letter to the Mayor's office regarding the Office of Violence Prevention. Board member Wujie Zhang motioned to approve, Board member Dr. Ian Martin seconded the motion with all in favor and none opposed. Standing Agenda Items: 7. Discussion of DHS 140 certification a. Communiqué to Board Chair Weatherly from DHS b. Questions DHS sends kudos to the MHD, Commissioner Kirsten Johnson and the Board of Health 8. Home Environmental Health (Lead Program) MHD Deputy Commissioner Tyler Weber a. Questions Deputy Commissioner Tyler Weber provided lead updates including purchases made with ARPA dollars, lead ordinance implementation, system updates/quality improvement, and salary studies 9. Strategic Planning, MHD Deputy Commissioner, Bailey Murph a. Questions Deputy Commissioner Bailey Murph provided updates regarding the strategic plan rollout and implementation 10. MHD Branch Collaboration updates a. Introduction Office of Violence Prevention (OVP) Director Ashanti Hamilton a. Questions Director Ashanti Hamilton presented an OVP updated including the staffing shortage, DER's commitment to get positions filled quickly, grant obligations and redesigning the structure of OVP. 12. Board Vacancies a. Considerations b. Discussion The BoH will invite Oscar Tovar from the Mayor's office, to a future board meeting to discuss vacancies and the application and selection process. 13. Future agenda items a. Next board meeting, November 3, 2022. This will be in person (hybrid). Hold until next meeting scheduled for November 3, 2022 14. Adjournment Board member Dr. Ian Martin motioned to adjourn, Board member Wujie Zhang seconded the motion passed with all in favor. The meeting was adjourned at 8:02 pm In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids. Bike racks are available on Water Street, Market Street, and Broadway, and a Bublr Bike Share station is located on the northeast corner of Kilbourn Avenue and Water Street. Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be validated in the first floor Information Booth in City Hall. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division.
