Members present: Ald. Bauman, Ald. Borkowski, Martin Matson and Bill Christianson present for Mark Nicolini and Ald. Coggs (arrived at 9:15 A.M.) 1. Review and approval of the minutes from the October 17th and November 21st meetings. Ald. Borkowski moved for approval of the Nov. 21 minutes, seconded by Mr. Christianson. There were no objections. 2. Presentation of the Police Department Condition Report. Mr. Rick Moore discussed the Police Administration Building (PAB) renovation project. He said the department is in Year 4 of what is expected to be a 10 year project. Mr. Christiansen asked for a summary of the PAB project with an overview of the cost drivers for each phase. He also said that repairs to the District 3 parking garage were completed in September 2016 and that litigation is on-going. Mr. Moore discussed projects anticipated over the next 6 years including the replacement of make-up air units in the garage at District 2, exterior painting on the metal façade at District 3, driveway and railing repairs at the PAB, rooftop units for the municipal court and a comprehensive planning process for the Safety academy. Mr. Chuck Burki discussed the Police Department’s IT systems. He provided updates for various projects. The upgrade of the core radio network switch and the radio consoles is expected to be complete by September 2017. Two new radio sites are expected to go live in mid-2017. The project to install uninterruptable power supplies for MPD radio and network equipment is about 40% complete. The server and storage upgrade is complete. The Record Management System project is expected to go live at the end of 2017 or early 2018. The hardware has been installed and the vendor (Tritech) is configuring the software. The department is still negotiating with Tritech, the vendor which acquired Tiburon, to upgrade the CAD system. Cameras in the department’s 27 interview rooms will be upgraded by the end of 2016. Video from the interview rooms will be stored in the cloud with the body camera video. The 911 network upgrade began in November 2016 and is expected to be complete by January 2017. The off-site backup and recovery system has been completed. The system will be tested annually. The upgrade of the Intellinetics system, which is where photos and other documents are stored, will be completed by February 2017. The quartermaster system project is expected to begin early in 2017. The department has developed a schedule for replacing and upgrading equipment. He said the department believes that it can get 8 or 9 years of use out of portable and mobile equipment. Ald. Bauman asked about the role of the emergency communication position in the Mayor’s office. Mr. Burki said that the position coordinates projects and initiatives, negotiates with outside agencies for the placement of MPD equipment, and is working to bring the Fire and Police Departments onto the same CAD system. Mr. Burki discussed desktop and vehicle assets. He said that all of the desktop and vehicle computers, some of which were 12 years old, will be replaced by the end of December. He said there is a five year buy-out plan for the leased computers the department has received. The department would like to upgrade the in-car video system to consolidate all of the department’s video in a single system. The department is working with Taser, the body camera vendor, to determine the feasibility. Mr. Burki said that each squad has two cameras, one forward facing, and one that monitors the back seat. He said that using Taser for the in-car system could allow real time monitoring of the in-car cameras. He said that the department monitors trends in technology, especially technology that is used in peer cities. Meeting adjourned: 9;32 A.M.
