Roll call. Meeting convened: 5:36 PM Excused: Ruben Burgos and Kevin Ingram (arrived at 5:46 P.M.) 2. Review and approval of the minutes of the March 23 meeting. Ms. Pointer-Mace moved, seconded by Ms.Scott Krei. for approval of the minutes. There were no objections. 3. 151706 Communication relating to the Next Door Foundation application for a new charter school. Sponsors: THE CHAIR Mr. Jarett Fields provided members with a report on the financials of the school which was submitted per the provisions of s. 330-15-4. Mr. Fields read and paraphrased from that document. Mr. Fields presented two scenarios, detailed in the report. It was previously estimated by Next Door staff that 92%-100% of their students go on to MPS schools. The figures in the report are projections and are not fixed - they are subject to numerous changes and various assumptions were made, some of which Mr. Fields detailed. All of the calculations are rough estimates, Mr. Fields cautioned. This report does not include federal funds. The 3-year revenue limit was done, rather than 5 years, as that it what the Dept. of Public Instruction does. Ms. Pointer-Mace said that she's not sure how much value this report adds in terms of calculating the impact to MPS. Ms. Scott Krei concurred and said that the report had to be very clear on the assumptions that are made. This document may not be the best thing to rely upon in terms of making a decision to issue a new charter or not. Ms. Mallory said this charter school is only for K4 and K5 students, with the anticipation that the majority of students will then attend MPS schools. Mr. Ingram said that there will be a loss, but it won't be a sustained loss. Every time a student leaves K5 and goes to MPS, then MPS will get the state revenue for that child. Mr. Steinbrecher recommended rounding the numbers to the nearest thousand. The school scored 32 out of 40 points in the first round. The school scored 50 out of 60 points in the second round for a total of 82 out of 100. Mr. Fields will ensure that the information Mr. Steinbrecher requested is in the file before it goes before Steering and Rules. Ms. Scott Krei moved, seconded by Ms. Pointer-Mace, to recommend approval and refer to the Steering and Rules Committee. There were no objections. 4. 150543 Communication relating to the 2015/16 activities of North Point Lighthouse. Sponsors: THE CHAIR Adam Peck -board chair said the board completed its dissolution plan and will provide it for the file. Dr. Beverly Echols, principal, said all of the students, except for two, have been placed in schools -- 38 in MPS schools and 22 in charter schools. The school did touch as many students as it could to get those students assigned - there are 127 students still remaining and the goal is to provide the best education possible until the end of the school year. They are still trying to place students in schools for next year. Some of their administrators are acting as teachers. The goal is to place all students by June 30th and the records to go with the students so their educational goals can continue and the school is working on getting all the assessment data in. Janice Eroth - Children's Research Center - they are continuing to do unannounced site visits; one on March 9th and the information they have and saw is consistent with what Dr. Echols is reporting. The second site visit was on April 11th and 6 classrooms were visited and they saw 110 students. The students seemed engaged in learning. The staff has been very cooperative in providing information. Ms. Pointer-Mace wishes Dr. Echols had come to this school a few years ago and national Light House had figured out how to have stable leadership from the beginning. She appreciates Dr. Echol's commitment to these kids and her hard work. The CSRC needs to create some policies and contract languages for when a school closes or its contract is terminated. Ms. Scott Krei and the chair also thanked and commended the board, staff and the administration. 5. 150544 Communication relating to administrative matters of the Charter School Review Committee. Sponsors: THE CHAIR Karl Ser - ML Tharps & Associates - are the management oversight consultants for CSRC. The report isn't in the file and members haven't had a chance to see it, so this will not be heard until the May 25th meeting. Meeting adjourned: 7:32 P.M. Linda M.
