2. Review and approval of the minutes of March 30th.
Ms. Pointer-Mace moved, seconded by Ms. Sawa for approval of the minutes. There
were no objections.
3. 201610 Communication relating to The Institute for Preservation of African
American Music and Arts (IPAMA)
Ms. Peay said that each member will provide his or her score and she will total up the
scores. If less than 50% is achieved for either scoring section, the school will not be
recommended for approval. Even if the score is achieved, the Committee may not
recommend approval if it feels a school will not meet educational goals.

Average score of 27.5 which is exactly half of the 55 points. Cumulative score of 54
points out of 95 total points.
Ms. Mallory was a little disappointed with the submittal information that was presented
as the Commission gave concise recommendations, but the school seemed to have
no clear vision or thread, as well as no consideration relating to low-performing
students who have really suffered under COVID. She is also not supportive of
transporting students between campuses as that results in lost-instruction time. Arts
schools can work but this school has high-school students on a bus 30% of the time.
She just didn't see "this is going to be better outcomes" than existing schools. She
would also encourage them to NOT open a school with all grade levels. They need to

grow their grades year after year as they retain their students.
Ms. Pointer-Mace agrees completely with Ms. Mallory and she empathizes with the
proposers and she was excited about seeing a school the infused arts throughout the
school. She didn't get a sense of how arts are truly incorporated within the curriculum;
there was a lack of specificity that was a gap for her. She is also concerned how
brand-new teachers will be supported, both artists and teachers learning either arts or
teaching.
If re-submitting, that would probably be for next cycle, which would be the first week of
January.
Final recommendation:
Mr. Burgos moved to deny. Mr. Burgos rescinded his motion to deny. He has major
issues with all the busing and the school's ability to recruit and retain teachers.
Ms. Mallory moved to re-submit for the next cycle, seconded by Ms. Pointer-Mace.
There were no objections.
Ms. Mallory acknowledged all the hard work put in by the proposer and she encouraged
them to re-submit and "hit it out of the park".

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.
