Roll Call. Members present: Ald. Kovac, Sup. Moore Omokunde, Linda Frank, Julie Kerksick, Ted Kraig, George Martin, Julie Meissner Pritchard, Pam Ritger, Erick Shambarger, and Rafael Smith Members excused: August Ball and Pam Fendt 2. Review and approval of the minutes from December 9th. The meeting minutes from December 9, 2020 were approved without objection. 3. Discussion and approval of the Planning Document created by Erick Shambarger. Member Shambarger gave an overview of the Planning Document known as the "Project Charter". There was not much feedback on the charter, and only member Frank offered comments. Minor adjustments and clarifications were made to the charter consisting of the following: Microsoft Teams would not be used. The Purpose and Goal Section added that climate change is caused by the release of greenhouse gas emissions from excessive use of fossil fuels and land use changes that reduce biodiversity and carbon sequestration. Discussion was added about 2030 goals vs. 2050 goals. The strategy would be focused on estimated carbon emissions by 2030, setting the stage toward net zero energy by 2050. Each committee would be asked to use equity impact City of Milwaukee Page 1 CITY-COUNTY TASK FORCE ON Meeting Minutes December 16, 2020 CLIMATE AND ECONOMIC EQUITY statements that were approved by the Common Council as part of resolution file no. 190828. There was clarification that local funding sources did not necessarily mean government funding sources, but that it could also include utility funded projects or other realistic private sector investments. The Out of Scope section was clarified to exclude equity issues outside of the scope of or unrelated to what can be addressed through climate action or change. The task force would not deal with equity issues unrelated to climate change. In terms of the paid consultants, it was added, as recommended by member Martin, that the working groups would develop the scope of work for consultants and select consultants with equity as a criteria. Added was the possibility to hold town hall meetings post-pandemic in the latter part of 2021. On Greening the Grid the discussion was broadened to include other issues as community and solar. On Waste and Sustainable Consumption it was added the possibility to deal with food waste, and supply issues. The Timeline section added the possibility of exploring an MOU with WE Energies. A line was added, as suggested by member Frank, for the task force to determine whether to track demographic data in surveys and working group discussions. The desire is to collect data about race, ethnicity, gender, and the way the task force makes decisions. Staff time allocation, instead of a dollar amount, was added to the Resources Section. Regarding the consultant for the Green Manufacturing Plan, there is the hope that manufacturing of green products in Milwaukee can be done to build sustainable products, generate jobs, and improve the City's manufacturing heritage. Members inquired about staff time spent on the charter and equity issues inside and outside the scope of the task force. Member Shambarger replied. The charter would be a major part of his workload for 2021. He would engage other city planners and personnel in the Department of City Development and Department of Public Works. Significant city time would be spent, but he was not comfortable to state a number. Hopefully, Milwaukee can be transparent and provide best practices to other cities. The task force's purview should be limited to issues related to climate change. Other equity issues outside of the task force's scope would be addressed by other groups. The task force should not duplicate efforts, set boundaries, and rely on other groups and people to address those issues (including projects related to construction, infrastructure, water, and sewer). The task force cannot handle all equity issues. Members discussed the importance of accountability as follows: city governance and elected officials need to be held accountable, responsive, and invested to the charter; recommendations should be based on SMARTIE factors and serve as a template for expectations; there must be transparency; process should include determining successes and failures; all parties need to cooperate; regular reporting should be done every few years with reassessment and modifications done as needed; other plans from other entities be required to meet or align with the charter; perhaps a Sergeant at Arms would be assigned from the task force to monitor adherence to the charter; create a new chapter addressing implementation and accountability; and track other entities. Member Shambarger moved to amend the Project Charter to add a new chapter "Reporting Accountability and Implementation". There was no objection. Member Frank moved approval of the Project Charter, as amended. There was no objection. Members said that the work groups would be staggered, high priority work groups like Green Buildings and Transportation & Mobility would start first, for there to be active recruitment of outside experts and new members to the work groups due to the limitations of task force members, unnecessary and unbeneficial persons that would hinder progress should be avoided, the full task force would have a standing item on its agenda going forward to make changes to work groups, work groups would determine their own makeup and operations, the task force would choose chairs to the work groups to serve as authority decision makers and facilitator, residents outside Milwaukee County would be able to participate as contributors but hold no voting rights, voting rights in work groups should be limited to only those members residing within Milwaukee County, the Education and Outreach work group would serve as the main group to inform and educate the public and hold public sessions, guidance would be crafted to help facilitate work group meetings accordingly, public testimony during meetings would be a judgment call by any meeting body, public speaking parameters would be developed on the front end, the public has no affirmative right to speak, time limits would be established for public comments, and the task force would work to create a short paragraph for each work group chair to use and state at the beginning of each meeting to explain the rules on how meetings would operate and be facilitated. There was no objection. Members further said for there to be regular reporting from the work groups to the full task force, member Shambarger would send a worksheet to the work groups to formulate their written ideas initially followed by priortization of those ideas by March, work group chairs would initiate their meetings accordingly, interested persons from the public would contact the appropriate work group chair accordingly, and further membership additions to work groups to be forwarded offline to member Shambarger who would continue to work on and monitor work group formation and rosters. 5. Set next meeting date and agenda. Wednesday, January 6, 2021 at 2:30 p.m. Meetings of the full task force to occur on a bi-weekly basis going forward for Wednesdays at 2:30 p.m. Member Smith inquired about new task force members. Mr. Lee said that he had no update on new task force membership. Co-chair Kovac said that he and the task force would follow-up with clerk staff Linda Elmer and City Clerk Jim Owczarski on the status of adding new task force members. Member Shambarger said that Luke Knapp from the Legislative Reference Bureau would conduct research on adding new fees and the legality of those fees for a municipality.
