3. 1:40-1:50 p.m.
- Overview of Plan for Green Buildings Work Group through the end of April 2021 and
feedback from Work Group members:
o Third meeting: Continue discussion of policy ideas;
o Fourth and Fifth meetings: Discuss project ideas
o Sixth meeting: Review ICLEI forecasts for policy recommendations (ideally)
No concerns raised
Google Doc spreadsheet was screen-shared; policy and project ideas
Open meetings rules; keep your own notes for now, until we get clarification on rules
for editing the document; we could copy and paste in our edits at the next meeting
4. 1:50-2:10 p.m.
- Overview of ICLEI policy recommendations
- Overview of relevant State of Wisconsin Climate Change Task Force Recommendations
If you or anyone you know is an expert on updating building codes, please email me
pritger@cleanwisconsin.org
- Ask Work Group members to add their policy and project ideas to the Google
spreadsheet. Please add policy ideas by March 15th, 2021, as we will coordinate with our
ICLEI Consultant on running GHG-reducing forecasts related to those policy
recommendations.
Pam will send ICLEI inventory, planning scenarios and 30-minute video that combines
both.
Pam will send out survey asking whether our WG wants to have the ICLEI scenarios
run
Pam is thinking of having policy recommendations run for specific impact on the
Milwaukee emissions; Jennifer has questioned whether this will be valuable or if that
info is already available; Jill McClellan, structural engineer believes it will be very
helpful; Jennifer asks about the timing; Linda asks if we will be able to have project
impacts modeled after we have had policy modeling run
5. 2:10-2:20 p.m.
- Discuss the issue of High Energy Burdens, reviewing data from the American Council on
an Energy Efficient Economy, the Sierra Club, and how this issue affects Milwaukee.
Energy burden map was generated by the City; Pam shared it on screen
Above 10 is high burden
Both residential subgroups could consider programs to address this
Maithilee Kanthi asked about the numbering on the map; it is aldermanic districts;
Pam will distribute this

Sierra Club analysis done of majority Black census tracts
ACEEE has also done a good analysis
Pam will send these analyses
6. 2:20-2:30 p.m.
- Additional questions and items to prepare for our next meeting. Possible self-selection of
Work Group members into Commercial Buildings, Residential Retrofit, and Residential
New Housing sub-groups.
Next steps – Pam will send a poll for a meeting time
She will ask for our choice of subgroup

In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any
of the following committees: Community and Economic Development, Finance and Personnel,
Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods
& Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends
on whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority.
In the event that a simultaneous meeting is occurring, no action other than information gathering will
be taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
