Introduction of new members: - Jacob Walton: Programs Manager for WRTP Big Step. Works on Workforce Development, primarily in the construction and manufacturing fields. Works on green construction. - Urbain Boudjou: Working on Doctorate on how mobility can be used to integrate communities – addressing how communities may see eachother across highways but cannot connect. 2. 1:35 – 1:40 p.m. Approval of meeting minutes from prior meeting Jamie motioned to approve, John seconded the motion. Meeting minutes were approved. 3. 1:40 – 2:10 p.m. - Discussion of general principles for policy and project development; - Discussion of topics - Flooding and coastal planning - Planning for extreme weather - Managing extreme heat - Encouraging in-migration to Milwaukee - Resiliency of infrastructure - Process to brainstorm, develop, and share policy and project ideas with Work Group (review Work Group template and/or spreadsheet for Work Group members to add ideas) Overview of topics - Flooding and coastal planning - Planning for extreme weather - Managing extreme heat - Encouraging in-migration to Milwaukee - Resiliency of infrastructure Some ideas from the Brainstorm session: - Jamie: o Energy efficiency (EE) – improving EE throughout the City could be a good goal. As city and county have vacant homes, is there a way to improve EE in those homes while vacant? o Recent project run out of the Sixteenth Street Community Health Clinics (SSCHC) – related to disproportionate energy burden – in rentals that are not energy efficient, where households are paying $400 to $500 for energy bills. The program was very popular – how can this program be expanded? o There is also a Job training component that could be built off of that, in the form of an unofficial energy audit. How can we tie this back to Focus on Energy statewide? o Idea to tie this back to South Division high school – students took the EE kits home to their parents and provided that knowledge transfer. Could this be expanded? City of Milwaukee Page 2 CITY-COUNTY TASK FORCE ON Meeting Minutes February 25, 2021 CLIMATE AND ECONOMIC EQUITY o EE for new developments – improve EE standards. o Me2 program through the City of Milwaukee – could that be brought back and focus on low to middle income communities? o Community benefits agreement: as big projects occur, could there be a community benefits agreement component that is written-in –such as a need to give back to the community as part of all contracts for the city and county. One example is a requirement to hire from the neighborhood or contribute to the community in some other way. o Trees – could possibly tie to Milwaukee Water Commons’ Branch Out Milwaukee initiative. o John: Planting trees is a resilience strategy. There is a Milwaukee Metropolitan Sewerage District project in West Allis going on right now with trees. This type of project is a tangible action with many co-benefits. o Pam: In terms of branding the City, could such a project or focus tie-back to a Tree City designation? Or could this be promoted across Milwaukee County? o Jamie: maybe not a lot of space to plant trees in SSCHC neighborhoods – if there is not plantable space, is there another way to plant vegetation? o John: Another issue this project could address is the threats to current urban trees due to emerald ash borer. So many trees will be affected and the situation is constantly evolving. o John: Noted stats from an MMSD report regarding more people coming to the Milwaukee area – an increase of 16% by 2035 to the o Meg: Would like more details on how many people will be coming to City of Milwaukee or Milwaukee County in a particular timeframe, and how in-migration to the Milwaukee area compares to in-migration to Chicago, etc. 4. 2:10 – 2:25 p.m. - Review of existing resilience policy/project proposals for implementation: MMSD Resilience Plan There was a request from various group members to clarify the focus areas for policy and project development; the scope of actions our Work Group should be thinking about, and a request to provide additional background information. Pam will provide a mini-report on Governor Evers’ State Climate Change Task Force and a link to MMSD’s Resilience Plan via email to Work Group members, and better focus the brainstorming in our next meeting. 5. 2:25 – 2:30 p.m. - Call for future agenda items and discuss/prep for next meeting - Adjourn Adjournment time: 2:35 p.m. City of Milwaukee Page 3
