Review and vote to approve meeting minutes from 2.25.2021 meeting John Gardner motioned to approve, Rebecca Gries seconded the motion. Meeting minutes were approved. 4. Discuss purpose and role of this Work Group in the Climate and Equity Action Plan Pam. Aim: Develop one big implementable project. Could include more. 5. Discussion of general principles for policy and project development Pam. Recommendation: look over project ideas in MMSD Resilience Plan and discuss whether any projects outlined in the plan would be projects for this group to move forward. Laura. Question: Is the focus on the region or City? Answer: City/County task force, so broader than the City of MKE and expand to MKE County. Laura Herrick will gather statistics for population projections for Milwaukee City and County. Meg. Question: How are projection statistics determined (assume passive vs. active strategies?) Laura answer: Mostly redevelopment. Perhaps a recommendation for this task force: market the City as being well situated for relocation for all income levels. Climate Migration - as a potential topic to pursue, specific to marketing. Madison, Duluth, Buffalo NY are positioning themselves as climate change relocation destinations. Cheryl. MKE has a better water supply Andrew. 2000 empty lots. Space for redevelopment Cheryl: Many vacant lots may be brownfields and will be a challenge and barrier for re-development. Policy and funding barriers. Meg. Potential recommendation: Grant $ for cleaning brownfields to promote development for high, middle, and affordable housing and climate change migration Urbain. What would success look like? Meg. Investment. Pam. Greater than 2% increase in city of MKE by 2050. Pam. What policies could we suggest that would help to increase population growth in the City of MKE Andrew. We would have to make the connection between growth and climate resilience. This will not be clear. Urbain. Developing a bridge to homeownership for marginalized. All level are taken into consideration. John. Equity needs to be considered, if migration into mke, pressures on low income populations. What lessons have been learned around the world? Pam. What protective policies exist to protect for gentrification, these should be included. Pam. Consider urban planning John. Change zoning codes along transit development oriented development Rebecca. Focus on affordable housing for brownfield redevelopment Urbain. Take people our of poverty, not the status code. Brainstorm and discuss policy and project ideas for this Adaptation and Climate Resilience Work Group focused around the following categories - Flooding and coastal planning - Planning for extreme weather - Managing extreme heat - Encouraging in-migration to Milwaukee - Resiliency of infrastructure Pam. Review the shared google drive workbook. Reminder to add ideas. Contact Pam if having trouble getting into the google drive. - Remember to add date and time of modification to comply with open meetings law Meg. As a group we should decide how to describe. - Relocate, immigrate, migrate Pam. Review the risks outlined in the MMSD Resilience plan. Risks most relevant to this group: - Social equity - Vulnerability of infrastructure - Climatic hazard For next meeting, review projects in the google drive related to the MMSD risks Jamie. If attracting people to the City, then also need to consider the risks that are outlined in MMSD’s plan. Pam. What are strategies could focus on both mitigation and resilience. E.g. planting trees, dense development, etc. 7. Call for future agenda items and discuss/prep for next meeting Pam. Is 1hr long enough for these meetings? Could potentially be 1.5hr if preferred. 8. Adjourn meeting In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be validated in the first floor Information Booth in City Hall. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division.
