The minutes were approved as written. 2. Information and Discussion (40 minutes) ▪ Preliminary Proposal for ARP funding approved by CCEE Task Force on April 14 i. Impact on community messaging ii. Video survey ▪ Presentation: effective messaging (time permitting) City of Milwaukee Page 1 CITY-COUNTY TASK FORCE ON Meeting Minutes April 19, 2021 CLIMATE AND ECONOMIC EQUITY  Evans gave a presentation on effective messaging. Researchers find that to be effective, messaging needs to be local and personal. Framing climate change as a “public health” issue appeals across all segments of the population. It is recommended for our messaging as an effective entry point for climate and equity. Turning data into a simple, unexpected, and emotional story are critical for presenting information. “K.I.S.S.” (Keep It Simple, Sweetie) is the message and image of the day. The slide deck will be available. The Group discussed what is effective in Milwaukee and the relationship to the vulnerability report being done by Clean Wisconsin. Ritger does not think it can be adjusted at this point.  Preliminary Proposal for ARP funding approved by CCEE Task Force on April 14 Rafael confirmed that the proposal, which was accepted by the Task Force last week, was put forth in order to capture funds from the American Rescue Plan. These ideas are short term actions, not the full plan that the Task Force is working on. Evans raised the question of modifying the text of the Climate Talk video to reflect the fact that we are not actively seeking new ideas or recommendations. Discussion leaned toward leaving the video as-is. Shambarger observed that there are some issues with the video, and only a few people have recorded responses. He and Evans will meet with Ben Stiller to discuss options for modifying the video. Evans asked if it is useful for her to continue to go to each Work Group to present the Video. The Group decided “Yes.” 3. Team Meetings (30 minutes) ▪ Events: Kick-off Event ▪ Outreach: Lead contact, update contact list, assignments  Events: Evans, Kanthi, McCalister, Mabon, Wiggins, Piszczek, Shambarger  Outreach: Frank, Omokunde, Smith, Ritger 4. Teams Report back: (15 minutes) ▪ Key decisions or action taken, next steps  Events: McAlister and Kanthi are the team leads, as previously decided. They presented a preliminary timeline for the kickoff event. The Team also discussed options for staffing and web site development. Kanthi will schedule a meeting before the next Work Group Meeting.  Outreach: Linda Frank will be the lead contact. They discussed the Network list of organizations that Frank and Evans compiled. This Team will meet between Work Group meetings. An invitation letter template is needed. (Note this was in the Shared Drive but not seen at the time.) 5. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting.
