Ted Kraig, Jennifer Evans, Marissa Meyer, Tanya Fonseca, Mitch Harris, Matt Donath, Pam Ritger, Celia Jackson, Michael Anderson, Dennis Grezezinski 3. Review and Approval of Minutes No Objection, approved 4. Presentation – Alderman Bob Bauman a. SEWRPC – long range plan been staple in planning for 50 years. i. Current 2050 plan with expanded and additional public transit 1. Rail, light rail, bus services ii. Despite recommendations, transit has decreased because it isn’t a priority of the state legislature and some of the 6 counties in the region iii. Transportation becomes dependent on political lines – capital funding from the state/federal level is required to build new iv. Capital expenses are important, but operational expenditures are often overlooked. b. Connection of central city to suburban communities critical equity issue 1. Some funding for special bus line through settlement, since used up and bus line ceased to exist. c. Automobile culture – been in place since the late 1890’s 1. Gas costs relatively low, registration relatively low, cost to operate relatively low a. Can’t expect average person to change from personal vehicle when cost to operate is relatively low 2. Example of low income housing development with 2-3 spots available per unit 3. Low incentive to change behavior outside of environmental and social conscious individuals a. Under current state of transit, taking bus to work downtown is 3-4x longer 4. Unless alternatives are built in advance to increase convenience, decrease time, decrease cost of transit, increase use is unlikely d. EV Issues- 1. Personal example – parking on street, no garage or driveway a. Charging is difficult curbside without security concerns or a very built out network e. Increased fees/ gas tax present equity issues and low income 1. User fees, VMT fees will inherently effect low income families more than wealthy ii. City/County can bolster bike infrastructure 1. Protected bike lanes need to be increased because of reckless driving concerns 2. Fully protected trails and off road entirely iii. Other alternatives such as scooters 1. Second pilot this summer 2. Obvious safety concerns need to be addressed iv. DPW Multimodal unit f. What can City/County of Milwaukee do for transit/transportation by themselves? i. Opinion, not a whole lot given legislature and funding control g. BEB’s – 11 busses approved as a pilot i. Great step, but 3x the cost is difficult to overlook ii. Technology hopefully makes this more affordable h. Similar for City fleet heavy duty vehicles i. Entrenched into economy and culture j. 30th St Rail Corridor i. Great asset from rail perspective ii. Only two grey crossings – iii. Sold to different company which makes it very difficult to use this without additional cost iv. Adding bike trail would be fine but should still maintain rail for high speed rail opportunity v. No interference from street grid, could have high speed (60-70 mph) from hampton to downtown k. Example of cost/timeline – Adding one train on existing track from Chicago to the Cities through Milwaukee i. Study started in 2014, final results require budget appropriation from WI/MN and could finally be active in 2024 5. Accelerating Fuel Shift – i. Potential pilots of various charging stations curbside, both downtown or in areas where there is limited off-street parking by residential housing 1. Ie. Streetlight chargers, traditional level 2 chargers, etc. d. Public Transit – e. Active Modes – i. Some members not on the call today ii. Proposal outline and timeline to be gone over later in the week iii. Pedestrian, Bike, and Complete streets plan – what is needed to implement and support funding for staff and additional funding for projects iv. 30th street corridor with rails & trails. v. Marissa – adding positions needs to come with language on how quickly they need to be added. City process generally takes a very long time and adding a new position + hiring can easily be a year or more. 6. American Rescue Plan Proposal a. Ensuring there is an equity focus of all of the recommendations b. Reword section stating “those without vehicles” to “Those dependent on public transit” c. Add point that requires any vehicles purchased by the city/county to be hybrid, electric, or other low carbon alternative d. 27th street rail corridor inclusion with additional detail 7.
