2. Approve minutes from 6.9.21 Green Buildings Work Group meeting
On motion of Evans and no objections, and with one minor revision, the minutes were
approved.
3. Reminders: June 24th Virtual Kick-off event and July 7th meeting cancelled
Many working group members did not receive the invitation; Ritger will resend it; the
registration link was also shared in the chat.
July 7th Green Buildings meeting cancelled; next meeting is planned for July 21st
4. Update and request from Jennifer Evans for volunteers to organize events to gain
community feedback on Green Buildings recommendations
Social Pinpoint platform will be used for public feedback
Events proposed by Education/Outreach group
Virtual events
Simple Zoom Q&A on particular proposals
Green Buildings could do one on commercial buildings
Target this event to the real estate community
In person events
Green Buildings – energy efficiency and retrofits
Target this to residents
Community meetings to explore concerns and obstacles should be included in the
planning, per Haeffel
More details on the actual proposal will be helpful prior to the event
These events could reach people without much access to technology
Shambarger points out that many of the proposals address low-income populations; we
need to reach these populations and communicate to them how they will benefit from
the proposals
Ritger commented that in future certain organizations could be solicited for feedback
on more specific proposals from the task force
5. Opportunity for further discussion of ICLEI modeling results
Shambarger reported that a deep retrofit would be required in order to achieve a greater
result than the 2% that was modeled; 15% energy savings per home that was modeled
could potentially be bumped up to as much as 30%
Electrification of buildings must be highlighted and planned out in order for us to
achieve the modeled results
Affordability of energy efficiency and electrification is a critical piece for getting
customers on board
The utility portion of the model is the largest; We Energies has committed to zero
carbon by 2050 and the PSC is working on a Roadmap to Zero; economics and
pressure in the industry seem to be driving this turn around in renewable energy
adoption by We Energies

6. Discuss outstanding issues on draft policy and project recommendations in Break-Out
Rooms for Commercial Buildings and Residential Retrofits.
7. Report-out from Break-Out room discussions.
Residential Retrofits – discussed filling the gap between LIHEAP and ME2; explored
reaching people with incomes just above current eligibility guidelines based on federal
poverty level; discussed Green Box proposal
Commercial – they are essentially done; however, Shambarger pointed out that the
performance standards must be worked on
8. Review and approve draft policies and projects for community feedback.
9. Suggestions of future meeting agenda items.
Martin announced that information may be forthcoming from Congresswoman Gwen
Moore’s office on federal legislation related to energy; this is pursuant to a request by
350.org Milwaukee

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
