Going back to every two weeks at 11:00 – Next Meeting September 7th at 11:00
5. Discussion of Active Modes Proposals
Measureable difference in VMT by increase in biking/active modes. Rails to Trails
study on Milwaukee shows potential impact biking/walking can have, especially on
short trips.
Safety is a major deterrent to active modes.
Equity concerns – low income neighborhoods tend to walk and bike more and use cars
less. Creating safe and accessible active modes is critical
Job creation:
Use of existing city plans – Bike Plan, Pedestrian Plans, and Complete Streets
Provide DPW with staff and funding needed to implement plans - Massive plans
without adequate funding and implementation. One of the best Complete Street plans
in the Country but without a dedicated coordinator to ensure it is implemented. Total of
8 additional positions are needed to fully staff this plans and departments. Should add
positions in DCD as well. James will make the modifications.
30th St Corridor funding - Rails to trails study on access to trails show areas of the city
that have disproportionately less access to trails. 30th St corridor would connect many
of these areas and is effectively a straight line, which would help efficiency of the
project.
Protected Bike Lanes on Oak Leaf Trail Segments - Would make the oak leaf
segments more effective as transportation routes rather than just recreation.
Design Changes to 27th, Fond Du lac, Capitol, 35th St - High injury pedestrian areas.
High levels of reckless driving. One of the major reasons is multiple lane roads with
high speed. Reducing to one lane and 25 mph could reduce this.
Formally Adopt NACTO’s Urban Street Design - WISDOT has this set as an
alternative planning document. WISDOT doesn’t like to allow planning from multiple
documents to avoid inconsistency. If Milwaukee adopts this plan, WISDOT would allow
projects from this plan.
Ted – Is green space a part of this discussion (complete streets, etc). – Tree cover
is included in making areas for walkable.
Tanya – the city always considers green space as roads are redone. Some are able to
accommodate and some aren’t – but GI plan includes planning for stormwater capture
and other green spaces in development.
Matt – touching base with land use group and include how transportation changes to
impact green space, stormwater/GI, etc. Strengthens the consistency of the plan if it
comes up in multiple chapters. Also allows for more specific examples that are directly

tied to transportation changes (Ie. Removing a lane and stormwater runoff, tree cover
for walking paths, reduction in hard surfaces, etc)
Ted – Funding – Is this new funding that we need to find (outside of infrastructure bill)
or is there existing
James – CMAQ funding covers 80/20 split. Potential for combination of sources to
cover the 20% share, including multiple public entities, non profits, private, etc. Need
more staff to pursue Federal funding sources.
Potential for infrastructure bill to have lower share potential (10%) for certain projects
or certain areas.
Ted – 30th St corridor question – is this plan consistent with the potential light rail
along 30th st corridor that we discuss?
Pam – Rails to Trails has been involved with this and still needs to do a feasibility
study. Pretty sure that the trail could still exist with the light rail corridor and have
potential for light rail in the future.
Ted – question on transfer of funding from Transportation Fund – where does it come
from and how much?
James -2021 budget transferred $16 million from transportation to general fund.
Money comes from parking meters and parking/traffic tickets.
Ted – what is the major issue to different policies passing or being adopted –
Marissa – general unwillingness to change, individual level or departmental level
Matt – pushing things to leadership (ie common council, Mayor’s office) can be the
best way to ensure new standards are followed but also has potential concerns. Ie.
Alder pushing for a project to be done a certain way helps more than a “plan” saying it.
Kevin – example given of a potential upcoming project where an alder asked for less
lanes and more pedestrian safety measures and DOT was considering this
accommodation.

David - One thought I have as a resident, what about a proposal requiring DPW
engineering leadership to also have some sort of urban planning training/credentials, if
not a MUP?

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
