Approve minutes from 9.29.21 Green Buildings Work Group meeting. Motion by Evans/Kalkman to approve with one amendment and with no objections, minutes were approved as amended 3. Review Residential Retrofit recommendation language Ritger presented a summary that she prepared of the recommendations from our work group on this topic; she will check with Shambarger on whether we need to complete the Chapter Template; Ritger aims to get a general summary right now that the group can approve and submit to the report-drafting expert Breakout Room for Residential Retrofits, 10:45 – 11:00; discussion of Ritger’s summary – Ritger confirmed that the summary is based on the Green & Healthy Homes approach; Health Dept. and ECO are both contracting with GHHI; $28M in ARPA funding for lead abatement and energy efficiency has good potential of passing; it was suggested that energy efficiency should be listed in front of lead abatement in our report; Kane noted that only one contractor in the City performs both lead and efficiency work; these are two quite different types of work; Milwaukee Lead and Asbestos does it and offers trainings but the trainings are not attracting students; however, we are looking at fully embracing the GHHI approach 4. Review updates to Commercial Buildings recommendations Ritger shared a summary of the recommendations; large commercial buildings (which inclues industrial buildings) account for 37% of buildings emissions; reductions targets must vary per building depending on the baseline for that building per Nino, so that portion of the summary should be modified and Nino will write the revisions; Energy Star score below 75 could be the determining factor per Ridolfi; DC created community-based targets based on the DC baseline; EUI, Energy Use Index is a measure for each building type; Ridolfi reminded us that we had discussed starting with benchmarking and following up with performance targets later; this should be reflected in the summary; Ritger will contact the Council Secretary re the application of Dave Madsen, who has energy efficiency expertise, for an open seat on the Council; White noted that Indianapolis exluded industrial buildings from their benchmarking and performance ordinance. 5. Morgan Mickelson, Amber Rose Greaney and Doug Fick presented the Indianapolis City of Milwaukee Page 2 CITY-COUNTY TASK FORCE ON Meeting Minutes October 13, 2021 CLIMATE AND ECONOMIC EQUITY experience; Joe also joined by phone Fick, CMTA firm, consulting engineer, involved with ASHRAE Mickelson,Office of Sustainability Director Greaney, Office of Sustainability; she is taking over the benchmarking project Mickelson gave a presentation Thrive Indianapolis is the anme of their plan Stakeholders were identified; 12-15 one-on-one meetings were held with large corporations to identify champions; notices were sent out informing people of the process underway; Greenlink Analytics was utilized; did socializing of the plan with the public and elected officials; public comment period was offered; standard recommendation is to exclude manufacturing industrial buildings because of the difficulty in separating process energy from building energy use; it is important for the utilities to supply the necessary data which may require updating of their systems especially in terms of tracking tenant energy usage info; getting the largest corporation on board was critical to bringing the public along; passing an ordinanace is a critical first step; American Cities Climate Challenge helped with identifying stakeholders and Mickelson took advantage of the assistance; equity issues were addressed by offering resources to building owners so that they did not need to hire outside help to comply; equity capacity building fund is planned – underinvested communities, BIPOC, non-English speaking and other indicators will be taken into account; ordinance was drafted; stakeholder mapping was done; outreach began; socializing with elected officials; ordinance passed; IMT identified their stakeholders and found primary contacts for each one; large employers is a starting point; White is doing the mapping for our group; it needs to be whittled down for forming focus groups; you can put out a call for applications to participate in a task force/focus group; stakeholder list is on the website; make a record that you have reached out to an organization, even if they decide not to participate; look at major employers who would benefit from it, like electrical contractors; Greenlink did an estimate of money saved and emissions reduced based on number of buildings and square footage to be included in the benchmarking and performance standards; Ritger raised a question of whether the County could pass such an ordinance; Unigov exists in Indianapolis; outreach was addressed in an amendment that committed to do at least 4 events each year during implementation; 4-year implementation timeline put people at ease; first voluntary phase is currently happening; Mickelson can answer questions for Evans and the Education/Outreach group; small businesses are not directly impacted but landlords that are large building owners may need to reach out to the small business tenant for energy usage data 6.
