Wiggins called the meeting to order at 3:37. Jedibudiah took notes, will send to
Wiggins for review. With 5 members present, a quorum was reached.
Minutes of 10/4/2021 meeting: On motion by Zimmerman, with no objections, the
10/4/21 minutes were approved as written. In the future, Wiggins will notify the group
when draft minutes are in the Google Drive.

Wiggins introduced Srok, food specialist for Groundwork MKE. Following introductions,
Srok discussed his work teaching gardening classes, overseeing community gardens,
and gleaning (fruit and produce rescue) in 4 zip codes now with the “Fresh Food
Connect” app. Results include (summer of 2021) 497 lbs of vegetables rescued , 960
lbs of fruit picked from trees around the city. The fruit and produce are donated to
small neighborhood food pantries. A crucial challenge is being sure a pantry can use
the fresh food. Srok stated there is a need in Milwaukee to develop food justice and a
connection to nature/gardening. He shared the “Kinder & Less Just” thesis he uses for
training and recommended we talk with Meg Kilkenny re. work of the gleaning coalition.
Wiggins and Shambarger indicated the goal is now to complete the chapter template
by Dec. 1 and also prepare 2-3 slides highlighting key points. Shambarger said he
aims to do a slideshow with all the work groups’ big ideas to the Common Council
before the end of the year, to get Council buy-in, then write the final plan in 2022.
Regarding the purpose of the secondary strategies, Shambarger said they allow work
groups to include ideas but allow concentration on the one big idea. Regarding
inclusion of budgets, Shambarger said that inclusion of budgets and implementation
agency responsibilities will facilitate implementation. The more realistic the plan (big
idea) with a budget and an implementation plan, the less likely it will sit on a shelf.
Longshore reviewed the draft template. Longshore cited DNR’s 2021 Waste
Characterization study as a good source of data updating the 2009 study upon which
ICLEI’s estimates for solid waste GHG emissions were based. Statewide data is
included along with regional breakdowns. For the first time, DNR named food waste as
a category, so this data is very useful for our plan. The full report is on the DNR
website. Discussion re. how to present this and other waste data in our template.
Longshore shared her experience tabling and conducting surveys at a Tuesday Fondy
Farmers Market. She talked with 40 people, and got surveys filled out by 11. The #1
most selected reason to reduce food waste was to save money on food purchases. In
a ranking of important actions to take related to food waste, opportunities for
restaurant diversion and public education were the highest. Discussion re. additional
input or responses, members thought to put the survey on ECO websites. Additional
live tabling and surveying was not thought to be a good use of our time. We all
thanked Longshore for her time and effort tabling!
Longshore presented the slides she drafted. She will email them to the group and
Wiggins will put them in the shared drive.
Action Items:
Jedibudiah to contact Closed Loop Partners, City of Madison, Milwaukee Bucks, and
MCFI and report back to group
Zimmerman will review document and make suggestions to group
Wiggins will contact ICLEI and report back
Longshore will wait for further input, as she already drafted documents and slides

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
