▪ Approval of Minutes Frank moved to approve the minutes from February 17. With no
objections, the minutes were approved as presented.
2. Working Agreements
The draft of the agreement was adopted, with three minor changes. These include
individual responsibility for expressing disagreement, making room for others to speak,
and options for private discussion with the co-chairs when members cannot or do not
comply with the agreement.
It was noted that routine communications will typically be sent by work group members
to co-chairs Evans and Frank. Co-chair Omokunde and Project Manager Shambarger
will be consulted on major policy or planning decisions. Shambarger would like to be

consulted on website changes. Co-chairs Evans and Frank will take responsibility for
including Omokunde and Shambarger in correspondence as appropriate.
3. Proposal update
Report to the Common Council
Timeline
The March 7 report to the Common Council was accepted.
▪ Timeline:
o Shambarger reported that the marketing contract proposals will be reviewed between
March 21 and April 15. Kraig, Ritger, Shambarger, and Evans will score the
applications after the Purchasing Department reviews the applications for eligibility.
o The Fuse Fellow interviews will take place Tuesday, March 22 with Omokunde,
Evans, and Shambarger. Shambarger responded in affirmative to Frank’s inquiry
whether the Fuse Fellow can take on responsibility for expanding community outreach
at the grassroots level.
o A June deadline for initial publication of the full proposal may be overly ambitious.
o Concerns were raised about how to get the Climate and Equity Plan implemented
given the current budget process. Shambarger indicated the one of the most effective
measures is to work with local alders. Evans noted the scheduled Mayoral and
Common Council budget hearings.

Evans reported that the team has prepared a prioritized list of organizations to contact.
A slide deck and talking points for small group presentations is posted on the shared
drive. (Kraig and Beamon departed)

▪ RFP: Wiggins requested that we inquire about the interview process for the finalists.
He sees value in having them make a presentation.
▪ Social Pinpoint: McAlister reported on her updates to the site. The full presentation to
the Common Council Steering and Rules Committee, as well as a link to sign-up for
the ECO mailing list are visible on the home page. McAlister agreed to add the
Shambarger’s slide deck from the presentation. The slide deck for each proposal is
also visible for each individual proposal.
▪ Climate change education: Ceasar was not available for this report
▪ Power Point Presentation Toolkit: this resource is available on the Shared Drive. It
includes a short 2minute video, Tips Sheet, and templates.

▪ There is interest in reviving the “Future Milwaukee” theme and logo as part of the
second wave of public engagement. The team is exploring how this might be part of a
cohesive brand strategy.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
