1. Roll Call.
Meeting convened: 11:06 A.M.

2. Review and approval of the minutes of Feb. 2nd, Feb. 9th and Feb. 16th.
Ms. Fendt moved, seconded by Ms. Kerksick, for approval of the minutes. There were
no objections.
3. Update of Climate and Equity Plan timeline and document
Mr. Shambarger said they are trying to get the plan adopted both as a stand-alone plan
as well as part of a city plan. The draft document was open from April-October for
comments. The goal is to have a web-based plan as most people get their information

that way. The goal is to get this approved in April or May. Things have been moving
forward and the mayor said that climate is one of his major priorities.
Mr. Kraig was concerned as he hasn't seen any changes since the second draft.
Ms. Ritger, now with the city's Environmental Collaboration Office, said there is a tool
used by cities in Europe that shows how emissions will be reduced based upon various
actions. The first step is to upload the existing greenhouse gas emissions, then
upload the proposed actions, then the tool will compute how these actions will impact
greenhouse gas emissions. The city of Cincinnati has been using this tool for a few
years now.
Ms. Kerksick supports an interactive web site that continually updates as detailed by
Ms. Ritger. Ms. Ritger noted that the use of this European tool (ClimateView) is on a
trial basis to see if it is worth the cost to the city. Mr. Shambarger noted that there are
numerous cities trying to track and monitor greenhouse gases.
Ms. Kerksick asked if just the city is involved or the county as well? Mr. Bennett said
it's up to the county board to decide what parts of the plan need to be adopted. Mr.
Shambarger noted no county money has been put into the plan, although some staff
time has been.
Ald. Brostoff said that the state is paying attention to this and feels that this might
affect state aid. Rep. Moore Omokunde said this plan does seem to be city-heavy and
the county was trying to get its bearings trying to figure out where the money was going
to come from. There are some areas the county needs to be brought in on. How much
shared revenue the city and county will receive is currently being discussed. Mr.
Shambarger said most of this will be funded with federal grants.
Ms. Pritchard wants to distinguish tracking and monitoring from accountability, in
terms of tracking climate emissions, but we need to develop some companion way to
monitor the equity goals in the plan and make those available in a public-interactive
way. She would like an accountability structure and framework so if we find we aren't
on track, there is annual reporting or a body that ensures that pivoting is done, if need
be. Ms. Kerksick supports Ms. Pritchard and also sees the need for public and
political accountability and what occurs if we fall short. She sees the need to come to
an agreement with city officials and senior staff how progress will be monitored. She
thinks there should be two tracks - one for the city and one for the county.
Ms. Fendt did like the tool shared by Ms. Ritger.
Rep. Moore Omokunde noted there was a plan presented to the County Board in
September, which was strongly supported
Mr. Kraig isn't comfortable signing off on a final plan until he sees one and also until
there is an accountability plan.
Ms. Evans also wants to review the final plan. Mr. Shambarger will send out a draft to
the task force members for comments.
Mr. Wiggins also wants the task force to continue for at least one more meeting, as
does Ms. Pritchard, who feels the charge isn't completed until the final plan is
approved by this body.
Ald. Brostoff noted that Mr. Shambarger and Ms. Ritger have difficult jobs and this has
consumed a lot of time on their parts. He is happy to have one more final, wrap-up
meeting. Ald. Brostoff also said that the county needs to put more skin in the game
and the county needs to buy into this or it will be more difficult on the state level.
Ms. Kerksick doesn't think there will be a lot of changes, but members definitely want
to see the final product.
We will reconvene in 6 weeks and Ald. Brostoff will work with Sup. Coggs-Jones and
Gordie Bennett to get the county more involved.

In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of
the following committees: Community and Economic Development, Finance and Personnel, Judiciary
and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods &
Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on
whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority. In
the event that a simultaneous meeting is occurring, no action other than information gathering will be
