5. Clarify Scope and Timetable for the Finance Workgroup
The work group discussed the need to be alert to how decisions taken at the City,
County, State, and Federal levels regarding Climate, Equity, and Finance issues are
relevant to our work, and to identify liaisons with different governmental bodies to
ensure needed information flows. Members were assigned to follow up to make
contacts with relevant key individuals and offices.
6. Legal and Budgeting Factors to Keep In Mind
City Budget Timeline. Nick Sinram presented information on the timeline and key
decision points in the City’s budgeting process.
Community Development Block Grant timeline and opportunities. The Work Group
discussed the City’s history and practice in applying for and utilizing CDBG funds, and
how this might be relevant for actions recommended in the Climate & Equity Plan.
7. Brief Discussion of Short-term Financing Needs
Erick Shambarger clarified the funds and other resources being made available
through the City’s ECO Office to support the CCTFCEE. In addition, ECO and Clean
Wisconsin have received a grant from the Brico Foundation which will support
Outreach and Education efforts. The assessment was that, with these funds in place,
there is not a need to pursue more additional short-term funding to support the
CCTFCEE planning process at this time.
8. Development of Mini Project Management Plan for Finance Workgroup
9. Initial brainstorming of potential “big ideas” for financing Milwaukee’s Climate & Equity
plan.
The work group began to brainstorm and discuss big ideas. This process, and the
ideas being discussed, will become more formalized and documented over the course
of future meetings.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
