MATTERS FOR IMMEDIATE ADOPTION
7. 200002 A resolution authorizing Neighborhood Improvement Districts to amend 2020
Operating Plans to add programs that address the COVID-19 Pandemic.
Whereas, The global COVID-19 Pandemic (“Pandemic”) significantly poses an
imminent threat to public health; and

Whereas, Milwaukee businesses have been required to adjust operations or cease
operations completely in the interest of protecting the health of the public and their
workers; and
Whereas, Milwaukee’s Neighborhood Improvement Districts (“NIDs”) undertake
programs that improve neighborhood quality of life; and
Whereas, NIDs are required to annually submit operating plans detailing their budget,
programs and expenditures for the following year; and
Whereas, When 2020 NID operating plans were submitted to the Common Council
for approval in fall 2019, there was no hint that the Pandemic would result in the
widespread economic impact apparent today; and
Whereas, Several NIDs have expressed a desire to amend their 2020 operating plans
to provide new programs that assist property owners affected by the Pandemic; and
Whereas, Amendments to a NID operating plan that create a material change to the
operating plan must be approved by the City of Milwaukee; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common
Council hereby delegates its authority to approve amendments to annual operating
plans of NIDs under 66.1110(4)(b) to the Commissioner of the Department of City
Development (“DCD”), or his/her designee, for the limited purpose of approving
amendments to 2020 operating plans that include programs that provide assistance to
business and/or property owners adversely impacted by the Pandemic; and, be it
Further Resolved, That NIDs wishing to amend their operating plans for this purpose
will be required to submit the amended plan to DCD, along with a certified resolution
of NID’s board of directors indicating that the amended plan was approved by a
majority of the board at a meeting noticed and conducted in accordance with State of
Wisconsin open meetings requirements; and, be it
Further Resolved, That the delegation of authority to the Commissioner of DCD under
this resolution shall continue until September 1, 2020.

Election.
Whereas, The right to vote is one of the most sacred in a democracy; and
Whereas, The COVID-19 pandemic has made assembling groups of any size a threat
to public health; and
Whereas, The spectacle of thousands of citizens gathering to vote in the Spring 2020
General Election, while in a way inspiring, was an unacceptable danger to their own
well-being and that of others and must not be repeated; and
Whereas, Under these circumstances, voting by mail must be seen as the best way to
ensure the best possible participation in a vital election; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the executive
director of the Milwaukee Election Commission is directed to create a SafeVote
program under which all registered voters in the City of Milwaukee will be mailed an
application for an absentee ballot along with a postage-paid return envelope in time for
them to participate in the Fall 2020 General Election; and be it
Further Resolved, That the director will communicate to the Common Council the
details of the SafeVote program within 30 days of the effective date of this resolution;
and be it
Further Resolved, That all City departments are directed to assist the director in
fulfilling the intent of this resolution.

9. 200007 Resolution approving an amendment conduit occupancy and power license agreement
between the City of Milwaukee and Everstream GLC Holding Company LLC to
occupy a portion of the City's Conduit system.
Whereas, The City of Milwaukee owns and operates a conduit system located in the
public right-of-way within the City of Milwaukee, County of Milwaukee, State of
Wisconsin; and
Whereas, Everstream GLC Holding Company LLC has registered in accordance with
the provisions and criteria specified in s. 98-7, Milwaukee Code of Ordinances, for
permission to place and maintain telecommunications facilities in the portions of the
City of Milwaukee's conduit system; and
Whereas, s. 98-7 provides for negotiation of a conduit occupancy license agreement
specifying the terms and extent of Everstream GLC Holding Company LLC use of the
City's conduit system; and
Whereas, A conduit occupancy and power license agreement has been developed,
Exhibit A of which fully describes the extent of Everstream GLC Holding Company
LLC use of the City's conduit system; and
Whereas, Everstream GLC Holding Company LLC has agreed pursuant to s. 98-5,
Milwaukee Code of Ordinances, to permit for, under certain conditions and for a four
year renewable term at the City of Milwaukee's option, on a license basis, the
placement of Everstream GLC Holding Compnay LLC facilities within the portions of
the City of Milwaukee's conduit system designated in Everstream GLC Holding
Company LLC conduit maps on file in the Department of Public Works and
summarized in Exhibit A of the conduit occupancy and power license agreement; now,
therefore, be it
Resolved, By the Common Council of the City of Milwaukee, grants approval of the
conduit occupancy and power license agreement between the City of Milwaukee and
Everstream GLC Holding Company LLC, a copy of which is attached to the file, is
approved; and, be it
Further Resolved, That the Commissioner of Public Works is authorized to make
minor revisions to the agreement that do not change the intent of the license
agreement; and, be it

Further Resolved, That the Commissioner of Public Works is authorized to execute
the license agreement on behalf of the City.

10. 200011 Resolution urging all levels of government to ensure that benefits granted under the
Coronavirus Aid, Relief, and Security Act are shared with all residents, regardless of
their immigration status.
Whereas, As enacted, the Coronavirus Aid, Relief, and Security (CARES) Act is one
of the most ambitious stimulus and economic rescue packages ever passed by the
United States government; and
Whereas, Undocumented immigrants have been disproportionately affected by the
COVID-19 pandemic; and
Whereas, Various provisions of the CARES Act seem intended to limit the access of
undocumented immigrants to key portions of the relief brought by the Act; and
Whereas, Mayors across the country, including Mayor Lori Lightfoot of Chicago,
have made it a priority to ensure that as much of the relief provided by the CARES
Act as possible is made available on an equal basis to undocumented immigrants;
now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that legislators at all
levels of government are urged to ensure that the benefits of the CARES act are
shared with all residents, regardless of their immigration status; and, be it
Further Resolved, That Mayor Tom Barrett is urged to carefully review those
resources for which Milwaukee residents are eligible under the CARES Act --
whether passed through City government or not -- and to do everything possible to
ensure that barriers to the receipt of these benefits are removed; and, be it
Further Resolved, That Mayor Barrett is requested to keep the Common Council
apprised of his administration's efforts in these matters on a regular basis and is urged
to inform the Common Council of any obstacles it discovers that could be reduced or

removed as part of a coordinated lobbying effort by the City; and be it
Further Resolved, That a copy of this resolution be provided to all members of the
