1. Roll call.
Meeting convened: 9:11 A.M.
All members present except for Will Perry and Pamela Malone
2. Review and approval of the minutes of the July 29th meeting.
Mr. Hamilton went over the minutes and the quorum issues that this body must comply
with.
Ms. Rivera has some corrections to item #8 - 4th line down towards the middle, the
CCC task WAS to take those 11 findings. The following sentence: the 11 were divided
into 4 categories, but the committee only had time to make recommendations to 2 of
those categories. About halfway, "Mr. Royal said that this committee was named as
the Oversight Committee for the ACLU lawsuit." about 1/4 from the bottom, Ms.
Rivera recommended deleting one section.
Ms. Orta moved, seconded by Mr. Smith, for approval of the minutes, as amended.
There were no objections.
3. Discussion relating to the role of the Commission.
Ms. Rivera read file 191106, the resolution that created the Commission. Mr. Royal
noted that the Fire and Police Commission (FPC) also charged this body with creating
the standard for Community-Oriented Policing, an item which will be on the next
agenda.
4. Next steps to push for Community recommendations/Dept. of Justice recommendations.
Mr. Royal said the report was submitted to the Fire and Police Commission and the
only charge so far was the standard operating procedure (SOP) on Community

Oriented Policing (COP). MPD sent out a draft two days prior to requiring public
response. Mr. Royal said a dialog needs to be started with the administration on how
to co-create that document. Ms. Rivera said the FPC was to draft a letter of
agreement with themselves and the CCC about co-creating this SOP. Mr. Royal
thinks the conversation needs to start with Acting Chief Brunson. Mr. Royal has an
appointment with AC Brunson as President of the NAACP today at 11:00 and he will
address his concerns about how he needs to work with this group. Ms. Neumann Ortiz
said it is important that the CCC as a body should address how COP should be
addressed and moving forward. Ms. Orta asked if the Committee work that was done
can be addressed with the Acting Chief if the CCC supports that work. Ms. Rivera
would like an orientation to the Acting Chief with the CCC and she asks for discussion
relating to transparency relating to his decision to the SOP for COP. Mr. Hamilton
would like to reach out to AC Brunson and meet with him next week, if possible, to
move forward with putting things in place. He will contact AC Brunson about meeting
with him next week and a quorum of members. No members present were contacted
by AC Brunson prior to his creation of a SOP for COP. AC Brunson can be present
for a meeting next week. Mr. Jamaal Smith said MPD hosted 3 community hubs and
he is curious as to why there was no regard for the CCC in any of this conversation at
all about the COP SOP. AC Brunson told Ms. Rivera he had contacted a
cross-section of the community and was directed to hold these listening sessions by
those individuals. He was unwilling to disclose these individuals and he wanted to
include other voices. Ms. Rivera wanted to include the chat texts as part of the
minutes.
Mr. Jansen would like to make it very clear that the CCC is going to be part of the
process and making the AC aware of this and he would like to contact Mandy
Potapenko, Community Justice Council Director, and create a joint letter with them to
send to the AC. Ms. Neumann Ortiz would like to educate both the MPD and the
community about the need for community involvement. Mr. Jansen will do an early draft
to send to all members. Members will then send comments to Ms. Elmer to
incorporate into the letter to the AC. The FPC will be cc'ed once the letter is finalized.
There were no objections.
Chair Hamilton thinks that the next step is to speak with AC Brunson and work on
implementation of the COP SOP. Mr. Royal recommended looking at Tucson
Oklahoma's web site to see what COP looks like when it's imbedded within a police
department. Mr. Royal sees this as a once-in-a-lifetime chance to change MPD culture
to include community input throughout all its operations. Chair Hamilton asked about
having Tucson, Oklahoma and 21st Century policing on the next agenda and members
agreed. Ms. Neumann Ortiz also thinks the CCC needs to be critically involved in the
selection of the next chief. Mr. Royal will forward the link to Tucson to the Chair and
myself. Ms. Rivera would like on the next agenda to have an item that is accessible to
the public, such as Facebook, to distribute on what this body is doing. She would like
some interaction with the public and Ms. Neumann Ortiz also noted language barriers
and the need to be inclusive.
5. Appointment of the co-chairs of the Executive Committee.
Mr. Hamilton appointed Stephen Jansen and Camille Mays as co-chairs. Ms. Rivera
recommended that one of the former Committee members be part of the Executive
Committee. Mr. Hamilton believes the role of this body is to work as a smaller body
on behalf of the full Commission and will work the approval of the full Commission.
Ms.Rivera suggested creating work groups - that will be an item on the next agenda.
Ms. Rivera noted she does not have time to serve in a leadership position; she is
willing to coach and support. Ms. Neumann Ortiz is concerned that we discuss

enforcement of oversight of the recommendations and the CCC's relationship with the
FPC and MPD. Her other concern is that the FPC continues to maintain its strong
independence in terms of its appointments. She is concerned the FPC does not have
the power to implement the community's recommendations.
6. Set next meeting date and agenda topics.
Creation of standards for community oriented policing (COP)
Update to MPD re CCC and DOJ recommendations.
Contact Nelson Soler so he understands who the new leadership is (he and Comm.
Colcroft were spearheading the Committee's work).
Creation of work groups
AC Brunson reponse to letter and request to have him attend next meeting.
Tucson and 21st Century policing models
Creation of ongoing communication with the community
Membership of the Executive Committee
The chair will look at an evening meeting.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
